CITY OF NORTH OLMSTED RESOLUTION NO. 2018 - 3 BY: Mayor Kennedy A RESOLUTION AUTHORIZING THE DIRECTOR OF HUMAN RESOURCES TO SOLICIT RFP'S FOR A CONSULTANT TO PROVIDE A COMMUNICATION "FIBER RING" SURVEY, ANALYSIS AND RECOMMENDATIONS AND, SUBJECT TO APPROVAL OF THE BOARD OF CONTROL, ADDITIONALLY A UTHORIZING THE MAYOR TO ENTER INTO A CONTRACT FOR SUCH SERVICES, AND DECLARING AN EMERGENCY. WHEREAS, the communications connectivity of all municipal buildings is essential to the efficient operations of the City; and WHEREAS, to ensure network redundancy, disaster recovery and uninterrupted communications, the consultant will, among other things, survey, map and route a fiber communications network ("fiber ring") between all municipal buildings; and WHEREAS, Mayor Kennedy and Director Gallo recommend that this Council authorize Director Gallo to proceed with the RFP process in order to obtain a consultant to analyze fiber communications needs as set forth herein. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That the Director of Human Resources be and she is hereby authorized to solicit or request proposals for a consultant to provide a communication "fiber ring" survey, analysis and recommendations, in accordance with the specifications now on file in her office and that, upon approval by the Board of Control, that the Mayor is hereby authorized to enter into an agreement for such services with the most qualified persons / firm to provide the services at a price that is fair and reasonable to the City. SECTION 2: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and further for the reason that it is necessary that this Ordinance go into effect immediately in order to efficiently and reliably conduct the communications business of the City; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
