CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2018 - 3 <br />BY: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF HUMAN <br />RESOURCES TO SOLICIT RFP'S FOR A CONSULTANT TO <br />PROVIDE A COMMUNICATION "FIBER RING" SURVEY, <br />ANALYSIS AND RECOMMENDATIONS AND, SUBJECT TO <br />APPROVAL OF THE BOARD OF CONTROL, ADDITIONALLY <br />A UTHORIZING THE MAYOR TO ENTER INTO A CONTRACT FOR <br />SUCH SERVICES, AND DECLARING AN EMERGENCY. <br />WHEREAS, the communications connectivity of all municipal buildings is <br />essential to the efficient operations of the City; and <br />WHEREAS, to ensure network redundancy, disaster recovery and uninterrupted <br />communications, the consultant will, among other things, survey, map and route a fiber <br />communications network ("fiber ring") between all municipal buildings; and <br />WHEREAS, Mayor Kennedy and Director Gallo recommend that this Council <br />authorize Director Gallo to proceed with the RFP process in order to obtain a consultant <br />to analyze fiber communications needs as set forth herein. <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Director of Human Resources be and she is hereby <br />authorized to solicit or request proposals for a consultant to provide a communication <br />"fiber ring" survey, analysis and recommendations, in accordance with the specifications <br />now on file in her office and that, upon approval by the Board of Control, that the Mayor <br />is hereby authorized to enter into an agreement for such services with the most qualified <br />persons / firm to provide the services at a price that is fair and reasonable to the City. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and <br />further for the reason that it is necessary that this Ordinance go into effect immediately in <br />order to efficiently and reliably conduct the communications business of the City; and <br />further provided it receives the affirmative vote of two-thirds of all members of Council, <br />it shall take effect and be in force immediately upon its passage and approval by the <br />Mayor. <br />
