CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2018 - 62 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH JOHN <br />PATRICK PICARD ARCHITECT, INC. FOR THE PURPOSE OF PROVIDING <br />ARCHITECTURAL SERVICES FOR THE SPRINGVALE BALLROOM ROOF <br />AND HVAC PROJECT, AND DECLARING AN EMERGENCY. <br />WHEREAS, John Patrick Picard Architect, Inc. ("Picard") was selected as a result of a <br />competitive selection process in 2008 to conduct the citywide facilities assessment for <br />compliance with the Americans with Disabilities Act ("ADA"). Since then Picard has <br />designed projects that address accessibility and other renovations at the Oxcart Pantry, Senior <br />Center, Police Station, Community Cabin, North Olmsted Park, and as the consulting architect <br />for the Springvale Master Planning Study; and <br />WHEREAS, the City has been satisfied by the professional ADA assessment and <br />design services provided by Picard on all projects since 2008. Picard is uniquely qualified to <br />provide required architectural services based on his expertise in accessibility, retrofitting of <br />existing buildings, and public facilities. Picard has provided excellent services to the City in <br />past projects; and <br />WHEREAS, the Springvale Master Planning Study set forth a scope of work for the <br />preservation and improvement of Springvale Ballroom. The administration proposes to design <br />the second phase of work in 2018 with construction anticipated in 2019. Funds for the design <br />of this project are appropriated in the 2018 budget. The scope of Phase 2 has changed from <br />the original Master Plan to address failing roof and HVAC conditions only, which are growing <br />in urgency; and <br />WHEREAS, John Patrick Picard Architect, Inc. ("Picard") was the design professional <br />for the Springvale Master Planning Study and for Phase 1 construction. John Picard is <br />uniquely qualified to provide the required architectural services based upon his expertise in <br />accessibility, retrofitting of existing buildings, and public facilities. He is intimately familiar <br />with the building and property having designed Phase 1 improvements and having observed <br />the existing conditions and problems associated with roof leaks; and <br />WHEREAS, Section 112.10(c) of the Administrative Code provides that as an <br />exception to the RFP process, the City, upon approval of the Council, need not conduct a <br />formal RFP if the services sought are of such a unique or specialized nature that conducting <br />additional process will not likely result in obtaining more qualified proposals; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, as well as the unique or specialized nature of the knowledge of <br />North Olmsted facilities possessed by Picard, to authorize the Mayor to enter into an <br />agreement with John Patrick Picard Architect, Inc., for the purpose of providing architectural <br />services for the Springvale Ballroom Roof and HVAC Project. <br />
