CITY OF NORTH OLMSTED ORDINANCE NO. 2018 - 62 BY: Mayor Kennedy AN ORDINANCE DISPENSING WITH THE RFP PROCESS AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH JOHN PATRICK PICARD ARCHITECT, INC. FOR THE PURPOSE OF PROVIDING ARCHITECTURAL SERVICES FOR THE SPRINGVALE BALLROOM ROOF AND HVAC PROJECT, AND DECLARING AN EMERGENCY. WHEREAS, John Patrick Picard Architect, Inc. ("Picard") was selected as a result of a competitive selection process in 2008 to conduct the citywide facilities assessment for compliance with the Americans with Disabilities Act ("ADA"). Since then Picard has designed projects that address accessibility and other renovations at the Oxcart Pantry, Senior Center, Police Station, Community Cabin, North Olmsted Park, and as the consulting architect for the Springvale Master Planning Study; and WHEREAS, the City has been satisfied by the professional ADA assessment and design services provided by Picard on all projects since 2008. Picard is uniquely qualified to provide required architectural services based on his expertise in accessibility, retrofitting of existing buildings, and public facilities. Picard has provided excellent services to the City in past projects; and WHEREAS, the Springvale Master Planning Study set forth a scope of work for the preservation and improvement of Springvale Ballroom. The administration proposes to design the second phase of work in 2018 with construction anticipated in 2019. Funds for the design of this project are appropriated in the 2018 budget. The scope of Phase 2 has changed from the original Master Plan to address failing roof and HVAC conditions only, which are growing in urgency; and WHEREAS, John Patrick Picard Architect, Inc. ("Picard") was the design professional for the Springvale Master Planning Study and for Phase 1 construction. John Picard is uniquely qualified to provide the required architectural services based upon his expertise in accessibility, retrofitting of existing buildings, and public facilities. He is intimately familiar with the building and property having designed Phase 1 improvements and having observed the existing conditions and problems associated with roof leaks; and WHEREAS, Section 112.10(c) of the Administrative Code provides that as an exception to the RFP process, the City, upon approval of the Council, need not conduct a formal RFP if the services sought are of such a unique or specialized nature that conducting additional process will not likely result in obtaining more qualified proposals; and WHEREAS, it is accordingly the desire of this Council, in light of the continuing professional relationship, as well as the unique or specialized nature of the knowledge of North Olmsted facilities possessed by Picard, to authorize the Mayor to enter into an agreement with John Patrick Picard Architect, Inc., for the purpose of providing architectural services for the Springvale Ballroom Roof and HVAC Project.
