WOERPEL <br />I <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE <br />ELECTORS OF THE CITY OF NORTH OLMSTED OF A PROPOSED <br />AMENDMENT TO THE CHARTER OF THE CITY OF NORTH OLNISTED <br />PROVIDING FOR THE ELIMINATION OF A SEPARATE OFFICE OF <br />PRESIDENT OF COUNCIL, AND FURTHER PROVIDING FOR THE <br />CHOSING OF A PRESIDENT OF COUNCIL FROM THE MEMBERS <br />OF COUNCIL ELECTED AT LARGE BY COUNCIL AS A WHOLE, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, pursuant to the Charter of the City of North Olmsted, <br />and Constitution of the State of Ohio, this Council has determined <br />to authorize and direct the submission to the electors of the City <br />of North Olmsted of a proposed Charter amendment, hereinafter set <br />forth in the General Election to be held on November 2, 1982, which <br />election is not less than sixty (60) days, nor more than one hundred <br />twenty (120) days from the date of the passage of this ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO1 TWO-THIRDS <br />OF THE COUNCIL CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs <br />the submission to the electors of the City of North Olmsted at the <br />General Election to be held at the usual places of voting in said <br />City on Tuesday, November 2, 1982, the following proposal to amend <br />the Charter of the City of North Olmsted: <br />PROPOSAL <br />That Section 3 of Article IV of the Charter be <br />amended to provide for the elimination of the <br />direct election of the President of Council and <br />to rather provide for the election of the President <br />of Council by the Council as a whole from among <br />the members of Council elected At Large in the <br />previous regular municipal election. Such amended <br />Section 3 of Article IV to read as follows: <br />ARTICLE IV <br />THE COUNCIL <br />SEC. 3. PRESIDENT OF COUNCIL <br />(a) Election. Commencing with the first regular meeting of <br />Council in the Year 1984, the President of Council shall be elected <br />by the Council from among those members of Council elected At Large <br />in the previous regular municipal election. <br />(b) Duties. The President of Council shall preside at all <br />regular and special meetings of Council, and perform such other <br />duties as presiding officer as may be imposed upon him by Council. <br />The President o£ Council shall retain his right and duty to vote on <br />issues before Council. <br />(c) Acting Mayor. In the absence of the Mayor, the President <br />of Council shall act as Mayor as provided in Article III of this <br />Charter. While serving in the capacity of Acting Mayor, the President <br />of Council shall have no vote.
