CITY OF NORTH OLMSTED RESOLUTION NO. 2019 - 112 BY: Mayor Kennedy A RESOLUTION AUTHORIZING THE DIRECTOR OF HUMAN RESOURCES TO SOLICIT PROPOSALS FROM QUALIFIED LAWN CARE SERVICE PROVIDERS TO PERFORM NUISANCE ABATEMENT WORK FOR 2020, AND FURTHER AUTHORIZING THE MAYOR, SUBJECT TO APPROVAL OF THE BOARD OF CONTROL, TO ENTER INTO A CONTRACT FOR LAWN CARE SERVICES, AND DECLARING AN EMERGENCY. WHEREAS, in the course of exterior real property maintenance inspection and citation, Building and Property Maintenance Inspectors may encounter nuisance conditions on private property, including overgrown conditions, that the City of North Olmsted is authorized to abate due to the failure or refusal of the owner or occupant to do so; and WHEREAS, the specifications for Requests for Proposals for a personal services contract with a qualified lawn care provider to perform nuisance abatement work for 2020 are on file in the Office of the Director of Human Resources; and WHEREAS, it is the desire of this Council to authorize the Director of Human Resources to solicit proposals for said personal services contract and ancillary lawn care services, and to further authorize the Mayor, upon approval of the Board of Control, to enter into an agreement or agreements with the most qualified lawn care provider to perform the services at a price that is fair and reasonable to the City. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION l: That the Director of Human Resources be and she is hereby authorized to solicit or request proposals for a personal services contract between the City of North Olmsted and a qualified lawn care provider to perform nuisance abatement work for the Building Department, in accordance with the specifications now on file in her office and that, upon approval by the Board of Control, that the Mayor is hereby authorized to enter into an agreement or agreements for said lawn care services from the most qualified firm at a price that is fair and reasonable to the City. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is immediately necessary that this legislation go into effect immediately because nuisance conditions may remain unabated without this contractor; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
