CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 21 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE MA YOR TO PURCHASE TWO (2) <br />NEW FORD EXPLORER POLICE INTERCEPTORS THROUGH THE <br />STATE PURCHASE PROGRAM, AND FURTHER AUTHORIZING THE <br />MAYOR TO EXECUTE ALL PURCHASE AGREEMENTS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the North Olmsted Police Department requests authorization to replace two <br />(2) of its police cruisers due to their age and condition, upon the recommendation of the fleet <br />manager, and propose to purchase two (2) new Ford Explorer Interceptors, from Lebanon Ford at <br />a price of $32,754 each, total of 65.508.00, and paid for from the Hotel Motel Fund for safety <br />equipment; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to purchase two (2) <br />new Ford Explorer Interceptor vehicles, together with related police equipment, through the State <br />Purchase Program, as a permitted exception to the competitive bidding procedure that otherwise <br />would be required for such expenditures, and to further authorize the Mayor to execute any <br />documents required for such expenditure, including, subject to approval of the Board of Control, <br />if necessary, a contract with the lowest and best vendor selected among State qualified vendors. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to purchase through the <br />State Purchasing Program, which was established by R.C. Section 125.04, and which the City is <br />authorized to participate in pursuant to the City Charter and Resolution No. 87-6, two (2) new <br />Ford Explorer Interceptor vehicles, and related police equipment for these vehicles, all of which <br />is described in the specifications on file in the Police Department. If necessary to effectuate any <br />such purchase through the State Purchasing Program, the Mayor is hereby authorized to execute <br />any contract and/or other necessary documents required by the authorized vendor(s), the State of <br />Ohio, or the Charter. Any contract executed by the Mayor shall be in a form and substance <br />consistent with the provisions of this Resolution and be approved by the Director of Law. <br />SECTION 2: That the purchase of and financing for said vehicles shall be through the <br />Hotel Motel Fund. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately to meet the <br />manufacturer's deadline and insure availability during the order period so that Police Department <br />vehicles that are nearing the end of their useful lives can be replaced immediately for the safety <br />
