CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2021 - 11 <br />By: Councilwoman Hemann and Councilman Glassburn <br />Cosponsors: Council President Jones, Councilman Kelly and Councilwoman Williamson <br />A RESOLUTION ESTABLISHING A PROGRAM FOR FINANCIAL <br />ASSISTANCE FOR SMALL BUSINESSES IN THE CITY OF NORTH <br />OLMSTED, AND DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, given the ongoing COVID-19 pandemic, City of North Olmsted small <br />businesses have endured uncertain economic conditions and crisis, including possible closure; <br />and <br />WHEREAS, the City of North Olmsted, to provide small businesses with a grant program <br />for economic relief, shall establish a Small Business Relief Program and establish eligibility <br />requirements to award such grants; and <br />WHEREAS, it is the desire of this Council to establish a Small Business Relief Program, <br />and further provide for its membership, eligibility requirements and grant application forms. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the City of North Olmsted shall and does hereby establish the Small <br />Business Relief Program and further establishes its Small Business Relief Board, consisting of <br />three (3) members, the compliment of which is established by the Program criteria, as outlined in <br />Exhibit A, attached and incorporated herein by reference, and which Exhibit A shall further <br />establish and provide for Eligibility Requirements and Application Forms for operation of said <br />Board. <br />SECTION 2: That the aforementioned Business Relief Program shall be funded as <br />outlined in the City of North Olmsted Temporary Budget and shall receive additional <br />funds as presented by separate legislation. <br />SECTION 2 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the <br />further reason that it will grant immediate economic relief to North Olmsted small business <br />owners who have endured financial hardship during the COVID-19 crisis; and further provided <br />that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect <br />and be in force immediately upon its passage and approval by the Mayor. <br />PASSED: h S✓r First Reading:�— <br />Second Reading: Z - Z - Z <br />Third Reading: s✓,-�p��N� <br />
