CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2022 - 7 <br />By: Mayor Dailey Jones <br />A RESOLUTION AUTHORIZING THE MAYOR TO PURCHASE <br />COMPUTER FILE STORAGE SERVICES FROM BOX COM AT A COST <br />OF $360,000.00 AS AN EMERGENCY EXCEPTION TO PUBLIC BIDDING <br />AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE ALL <br />DOCUMENTS NECESSARY TO EFFECTUATE SUCH PURCHASE, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the Division of Information Technology (IT) recommends that the City <br />acquire internet-based computer file storage services to enhance file -level data computer security <br />systems from Box.com to migrate and encrypt data file to cloud -based storage, at a cost of <br />$315,000.00, payable annually at a rate of $105,000.00, plus a flat fee of $45,000.00 for <br />migration of 8 terabytes of data, in order to protect the City's computer systems; and <br />WHEREAS, IT has urgently reviewed and compared online personal service vendors and <br />compared costs, in lieu of requests for proposals for online services, to retain these migration and <br />cloud -based data storage services, as is urgently necessary to protect the City's computer file <br />systems from viral corruption threats known as ransomware, phishing, cryptoware and malware; <br />and <br />WHEREAS, IT has reported and this Council finds that migration of all file -level data <br />from internal file servers and data storage appliance to a protected cloud -based storage <br />environment is and presents an emergency sufficient to engage such internet services as an <br />emergency exception to competitive bidding authorized by the North Olmsted Charter, Art. VIII, <br />Sec. 6, Public Bidding; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to purchase said <br />computer file storage services to enhance remote data storage systems and to further authorize <br />the Mayor to execute any documents required for such expenditure, including a contract with <br />Box.com. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: This Council finds that migration of all file -level data from internal file <br />servers and data storage appliance to a protected cloud -based storage environment is and presents <br />a real and present emergency sufficient to necessitate the engagement of contractual internet <br />services as an emergency exception to competitive bidding authorized by the North Olmsted <br />Charter, Art. VIII, Sec. 6, Public Bidding. <br />
