CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2022 - 15 <br />By: Mayor Dailey Jones <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF ECONOMIC AND <br />COMMUNITY DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR FUNDING FROM THE OHIO <br />EPA, DIVISION OF ENVIRONMENTAL AND FINANCIAL ASSISTANCE <br />(DEFA) FOR THE FISCAL YEAR 2022 FOR THE SOUTH INTERCEPTOR <br />EQ BASIN PROJECT; FURTHER AUTHORIZING THE MAYOR TO <br />ACCEPT THE LOAN, IF AWARDED, AND TO EXECUTE A CONTRACT <br />WITH DEFA, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted is qualified to apply for financial assistance <br />under the Ohio Environmental Protection Agency (EPA), Division of Environmental and <br />Financial Assistance (DEFA) for 2022, to secure funding for the South Interceptor EQ Basin <br />Project; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Economic and Community Development to make application for said DEFA funding for said <br />stormwater project and to authorize the Mayor to accept the loan if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Economic and <br />Community Development to prepare, sign and submit an application for financial assistance <br />from the Ohio Environmental Protection Agency (EPA), Division of Environmental and <br />Financial Assistance (DEFA) for 2022, on behalf of the City of North Olmsted for funding of the <br />South Interceptor EQ Basin Project and further authorizes the Mayor, if a loan is awarded, to <br />accept the loan and execute a contract with DEFA. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately to meet the DEFA <br />application deadline on or before February 28, 2022, and further, provided it receives the <br />affirmative vote of two-thirds of all members of the Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />PASSED: % Sy S , 71 First Reading: Z -15 -L-a- <br />Second Reading: S,S�('A-2 <br />Third Reading: <br />T <br />Committee: <br />ATTEST.• <br />CARRIE COPFER LOU J.
