CITY OF Nol2T1i OLMSTED <br />RESOLUTION NO. 2022 —70 <br />BY: Mavor Jones <br />A RESOL II TION DISPENSING 87TH TILE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT <br />WITH OSBORN ENGINEERING FOR THE PURPOSE_ OF <br />PROVIDING ENGINEERING SERVICES FOR THE GREAT <br />NORTHERN BRIDGE AESTHETICPROGRAM, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the City of North Olmsted desires to coordinate with the State of Ohio. Department <br />of I ransportation in file renovation of the Great Northern Bridge over Interstate -[Mand <br />WHF_REAS, the City would like to install North Olmsted signage on the Grcat Northern Bridge: <br />and <br />WHEREAS. Osborn Engineering is well regarded and is the highest rated engineering firm for <br />bridge repairs in Cuyahoga County: and <br />WHEREAS, Osborn will provide piafessional consulting. construction drawings and anv plan <br />specifications for the Great Northern Bridge Aesthetic program: and <br />WHEREAS, it is the desire of Council to authorize the Mayor to dispense with the RFP process <br />outlined in Chapter 112 of the North Olmsted Codified Ordinances in older to expedite an immediate <br />contract with Osborn I!nginecring for engineering services. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLAMED, COUNTY OF CUYAHOGA, AND STATE OF 01110: <br />SECTION 1: 1 hat the formal RFP process required by Chapter 112 of the Administrative Codc <br />is herebv dispensed with in order to immediately retain professional services of Osborn D:ngineering, and <br />that the Mayor be and she is hereby authorized to enter into an Agreement with Osborn to provide such <br />services. all as set forth in the Agreement attached as Iixhibit A. I he Agreemetnt executed by the Mawr <br />shall be in a form and substance consistent with the provisions of this Resolution and as approved by the <br />Director of Law. <br />SECTION 2: -Khat this Resolution is hereby declared to be an e nergency measure immediatek <br />necessary for the preservation of the public health, safety and welfare, and for the further reason that this <br />contract needs to he initiated to best coordinate with the time schedule of the State of Ohio, Department <br />of Transportation in its bridge repair protect_ and further provided it receives the allirmative vote of mo - <br />thirds of all members of (coned, it shall take effect and he in force immediately upon its passage and <br />approval by the Mayor. <br />
