MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 6, 2022 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, <br />Hemann, Kelly. Limped, Scarl and Williamson <br />Also Present Mayor Jones, Director of Finance Copfer, Director of Law Gareau, <br />Director of Safety, Director of Human Resources, Service Director., <br />Recreation and Public Engagement, Special Assistant to the Mayor. <br />President Brossard called the Public Hearing to order at 7'.35 p.m. in Chambers. <br />ISSUE: Ordinance 2022-97. An Ordinance amending the Schedule of Uses at 1139.03- <br />1 of Chapter 1139, 'Business Districtsof the Planning and Zoning Code of the Codified <br />Ordinances of the City of North Olmsted, for the purpose of establishing massage <br />establishments operated by State licensed professionals as a permitted use in the North <br />Olmsted Business District. <br />President Brossard reminded Council that the goal of the Public Hearing was to hear <br />concerns and issues from the audience, further stating Council may ask follow-up <br />questions to any audience comments. <br />Safety Director Scofield provided a brief summary on the issue on behalf of Director <br />Upton, stating the issue at hand is a companion piece to Ordinance 2022-98 amending <br />the code for massage establishments requiring all practitioners within the establishment <br />be duly licensed by the State. Further stating this Ordinance expands the table of uses <br />at 1139.03-1 of Chapter 1139 of the Planning and Zoning Code to include state licensed <br />massage establishments. <br />tura XN16i71Ai[f719_`11I[Q.: <br />Jim Burns <br />3978 Dover Center Road <br />Mr. Burns questioned the need for the verbiage described in Chapter 749 02, indicating <br />that State licensed massage establishments do not need to be compliant with Chapter <br />749. <br />MISCELLANEOUS BUSINESS <br />None. <br />With the agenda being completed and there being no further business to come before <br />Council, President Brossard adjourned the Public Hearing at approximately 7 4 p.m. <br />I <br />Beatrice Taylor, Clerk of Council Lodi J.
