CITY OF NORTH OLMSTED ORDINANCE NO. 2023-77 By: Mayor Jones AN ORDINANCE AMENDING SECTION 1361.03 ENTITLED "ADMINISTRATION' OF CHAPTER 1361 OF THE BUILDING CODE OF THE CITY OF NORTH OLMSTED, ENTITLED "FLOOD DAMAGE REDUCTION", IN ORDER TO DESIGNATE THE CITY ENGINEER AS FLOODPLAINADMINISTRATOR. WHEREAS, Section 1361.03 "Administration' of Chapter 1361 of the Codified ordinances of the City of North Olmsted provides designation of the Building Commissioner m the Floodplain Administrator; and WHEREAS, the Director of Economic and Community Development recommends amendment of Section 1361.03 for the purpose of designating the City Engineer to replace the Building Commissioner as the Floodplain Administrator; and WHEREAS, this Council wishes to amend the Code to remove the Building Commissioner and replace him with the City Engineer as the Floodplain Administrator designated under Section 1361.03. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO. SECTION 1: That section 1361.03 of the Building Code, currently reads, in its entirety, as set forth in Exhibit A attached hereto and incorporated herein. shall be amended and as amended shall read in its entirety as follows, with amendments identified in bold, strikethrough and underlined text: 1361.03 ADMINISTRATION. (a) Designation of the Floodplain Administrator. The City Engineer Building Gammissiener is hereby appointed to administer and implement these regulations and is referred to herein as the Floodplain Administrator. (b) Duties and Responsibilities of the Floodplain Administrator. The duties and responsibilities of the Floodplain Administrator shall include but are not limited to: (1) Evaluate applications for permits to develop in special flood hazard areas. (2) Interpret floodplain boundaries and provide flood hazard and flood protection elevation information. (3) Issue permits to develop in special flood hazard areas when the provisions of these regulations have been met, or refuse to issue the same in the event of noncompliance. (4) Inspect buildings and lands to determine whether any violations of these regulations have been committed.
