MINUTES OF THE MEETING OF THE SPECIAL COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 14, 2023 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Limpert and <br />Madden. <br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer, <br />H. R. Director, Safety Director, Service Director, Recreation Director, Special Assistant to <br />the Mayor, Clerk of Council and guests. <br />Absent: Council Members Williamson and Scarl. <br />Council President Brossard called the meeting to order at 7:40 p.m. in Council Chambers, 5200 Dover <br />Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 14, 2023 at :00 p.m. Present were Committee <br />Members Glassburn and Limpert and Council Members Hemann, Madden and Gilchrist, Council <br />President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-126. An Ordinance to make appropriations for the Clague Road <br />Resurfacing/Widening and Force Main Projects for the Year Ending December 31, 2023. <br />Councilman Glassburn reported this legislation will coordinate the Clague Road Resurfacing <br />project and the Force Main Project to only dig up the road once. The legislation was favorably <br />recommended by a vote of 2-0. <br />• Discussed Ordinance 2023-129. An Ordinance accepting a 0.0006 -acre permanent right-of-way <br />easement acquired for a public purpose, to wit: the establishment, construction, reconstruction, <br />widening, repair or maintenance of Clague Road, from Richard T. Barber, II, on property known <br />as Permanent Parcel Number 231-24-014, and declaring an emergency. The legislation was <br />favorably recommended by a vote of 2-0. <br />• Discussed Ordinance 2023-131. An Ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the Year Ending December <br />31, 2023 and declaring an emergency. Councilman Glassburn reported that the larger items <br />were for public safety grants and bond expenses. The legislation was favorably recommended <br />by a vote of 2-0. <br />• Discussed Ordinance 2023-132. Amending Ordinance No. 2012-72 to add to the property <br />subject to the exemption granted therein and to extend the exemption from taxation for certain <br />parcels in the city; and declaring an emergency. The TIF will be renewed and expand to the <br />entire Lorain Road Corridor. The legislation was favorably recommended by a vote of 2-0, and <br />the Committee Meeting concluded at 7:34 p.m. <br />
