MINUTES OF THE PUBLIC HEARING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
APRIL 1, 2025
Council President Brossard:
The Public Hearing of April 1, 2025 will now please come to order at 7:06 p.m.
Will the Clerk please call the roll?
Council Clerk:
Mr. Brossard: Present
Ms. Gilchrist: Here
Ms. Hemann: Here
Mr. Limpert: [absent]
Mr. Madden: Here
Mr. Mamie: Here
Mr. Scarl: Present
Mr. Shymske: Here
Council President Brossard:
Thank you. I'd like to remind Council that our role in this public hearing is to listen to comments
from the speakers. Asking questions or providing follow-up is acceptable. However, there will
be a committee meeting scheduled at a later date for more in-depth questioning.
Will the Clerk please read the first issue before Council this evening?
Council Clerk:
Ordinance 2025-21. An Ordinance establishing new Chapter 1150 of the Planning and Zoning
code of the City of North Olmsted entitled "Mall Area Mixed Use Overlay District."
Council President Brossard:
Thank you. At this time, I'll invite our Economic Development Director to give Council and the
audience a brief description of the issue at hand.
Director Upton:
Yes, thank you, Mr. President. The mall area mixed-use overlay district project kicked off in May
of 2024. It was selected through the Cuyahoga County Planning Commission's Community
Planning Services Program, and many communities are finding with increased frequency that
they're using overlay zoning or overlay zone districts, and essentially what it is is it's an
additional set of guidance and restrictions placed upon a zoning district.
They're increasingly common, and specifically, this overlay zoning is to encourage the evolution
of our Great Northern Mall into a mixed-use development that incorporates more green space,
encourages walkability, and overall, encourages long-term vibrancy of the mall itself.
