I'd like to remind Council that our role in this public hearing is to listen to comments <br />from the speakers. Asking questions or providing follow-up is acceptable. However, there will <br />be a committee meeting scheduled at a later date for more in-depth questioning. <br />Will the Clerk please read the first issue before Council this evening? <br />Council Clerk: <br />Ordinance 2025-21. An Ordinance establishing new Chapter 1150 of the Planning and Zoning <br />code of the City of North Olmsted entitled "Mall Area Mixed Use Overlay District." <br />Council President Brossard: <br />Thank you. At this time, I'll invite our Economic Development Director to give Council and the <br />audience a brief description of the issue at hand. <br />Director Upton: <br />Yes, thank you, Mr. President. The mall area mixed-use overlay district project kicked off in May <br />of 2024. It was selected through the Cuyahoga County Planning Commission's Community <br />Planning Services Program, and many communities are finding with increased frequency that <br />they're using overlay zoning or overlay zone districts, and essentially what it is is it's an <br />additional set of guidance and restrictions placed upon a zoning district. <br />They're increasingly common, and specifically, this overlay zoning is to encourage the evolution <br />of our Great Northern Mall into a mixed-use development that incorporates more green space, <br />encourages walkability, and overall, encourages long-term vibrancy of the mall itself. <br />
