CITY OF NORTH OLMSTED <br />ORDINANCE NO.2025 - 21 <br />By: Mayor Jones <br />AN ORDINANCE ESTABLISHING NEW CHAPTER 1150 OF THE <br />PLANNING AND ZONING CODE OF THE CITY OF NORTH <br />OLMSTED ENTITLED "MALL AREA MIXED USE OVERLAY <br />DISTRICT. " <br />WHEREAS, the Administration has, with the input of Council, engaged the Cuyahoga <br />County Planning Commission to review zoning techniques to increase development options for <br />the Great Northern Mall and surrounding commercial area by, among other techniques, <br />enhancing residential uses; and <br />WHEREAS, the Director of Economic and Community Development has worked with <br />the County and notified stakeholders to propose a new Chapter 1150 entitled "Mall Area Mixed <br />Use Overlay District" and also proposes a Design Manual for commercial and residential <br />facades; and <br />WHEREAS, after careful consideration, the Planning and Design Commission of the <br />City, on the /9" day of , 2025, by formal motion, recommended that this Ordinance <br />enacting new Chapter 1150 of the Planning and Zoning Code, entitled "Mall Area Mixed Use <br />Overlay District" be (approved) (disapproved) by City Council; and <br />WHEREAS, following publication of newspaper notice in conformance with the <br />provisions of Section 14 of Article IV of the Cher and ction 1127.03 of the Planning and <br />Zoning Code, a public hearing was held on the � day ofS , 2025; and <br />WHEREAS, it is the desire of this Council to enact and adopt new Chapter 1150 of the <br />Planning and Zoning Code, as proposed by the Cuyahoga County Planning Commission and as <br />recommended by the Director of Economic and Community Development, in order to enhance the <br />development opportunities in the Great Northern Mall area. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO. <br />SECTION 1: That new Chapter 1150 entitled "Mall Area Mixed Use Overlay District" of <br />the North Olmsted Planning and Zoning Code, which reads in its entirety as set forth on Exhibit A, <br />be enacted and adopted as set forth on Exhibit A, with such amendments as may be identified by <br />boldface and/or stricken text. <br />
