I'd like to remind Council that our role in this public hearing is to listen to comments <br />from any speakers. Asking questions or providing follow-up is acceptable. However, there will <br />be a committee meeting scheduled at a later date for more in-depth questioning. <br />Will the Clerk please read the issue before Council this evening? <br />Council Clerk: <br />Ordinance 2025-92. An Ordinance repealing Ordinance 2017-32 and Chapter 1119 of the <br />Codified Ordinances of the City of North Olmsted entitled "Building Permits and Certificates of <br />Occupancy' and establishing a new Chapter 1119 of the Codified Ordinances of the City of <br />North Olmsted "Building Permits and Certificates of Occupancy". <br />Council President Brossard: <br />Thank you. Will the Economic Development Director please give Council and the audience a brief <br />description of the issue at hand <br />Economic Development Director Upton: <br />Thank you, Mr. President. Before I go into the substance of the legislation, I just wanted to take <br />a moment to thank my colleague, Director Scofield. Our departments worked on this legislation <br />for nearly a year, and at the crux of the issue is, if you will, a Venn diagram of the building code, <br />the zoning code, and the fire code. The way the existing zoning code reads, there are two paths. <br />If you want to open a business, if you're a new building, like you're building from the ground up, <br />you would get a Certificate of Occupancy. You would submit your plans, you build the building, <br />you get your permits, and then you get your final inspection, a Certificate of Occupancy, and <br />
