CITY OF NORTH OLMSTED <br />RESOLUTION NO.2025 -115 <br />By: Mayor Jones <br />A SUBSTITUTE RESOLUTION AUTHORIZING THE DIRECTOR <br />OF ECONOMIC AND COMMUNITY DEVELOPMENT TO SOLICIT <br />STATEMENTS OF QUALIFICATIONS (S.O.Q.$) FROM <br />QUALIFIED FIRMS TO PROVIDE SITE STUDY AND <br />FEASIBILITY ANALYSIS OF THE PINE, MAPLE AND CHESTNUT <br />SCHOOL PROPERTY SITES AND FURTHER AUTHORIZING THE <br />MAYOR, FOLLOWING APPROVAL OF THE BOARD OF <br />CONTROL, TO ENTER INTO A CONTRACT WITH THE MOST <br />QUALIFIED FIRM TO PROVIDE SUCH SERVICES. <br />WHEREAS, Chapter 112 (Personal Service Contracts) outlines procedure for the <br />City of North Olmsted to solicit Statements of Qualification (S.O.Q.) from qualified <br />individuals or firms, which process allows for competitive proposals based on relative <br />qualifications and allows the Board of Control to select the best qualified personal service <br />provider; and <br />WHEREAS, the City of North Olmsted administration desires to seek proposals <br />from qualified individuals or companies to assist the City of North Olmsted in the <br />redevelopment plans in anticipation of the city completing the acquisition of the Pine, <br />Maple and Chestnut Intermediate schools at the conclusion of the 2026-2027 School <br />year; and <br />WHEREAS, this RFQ is in furtherance of the 2025 comprehensive plan's housing <br />strategy to "attract new residents and support current residents as their needs change <br />through expanded housing variety and diverse housing types." This includes different <br />housing types; housing market and highest and best use recommendations; removal of <br />barriers to affordability; and <br />WHEREAS, in accordance with the recommendation of the Director of Economic <br />and Community Development, it is the desire of this Council to authorize the S.O.Q. <br />process to select a firm to work with the City to provide site study and feasibility analysis <br />of the properties currently known as Pine, Maple and Chestnut Elementary Schools and <br />upon selection of the best qualified firm by the Board of Control, to authorize the Mayor <br />to enter into a contract for such services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Economic and Community Development be <br />and he is hereby authorized to solicit Statements of Qualification (S.O.Q.) from qualified <br />firms to present site study and feasibility analysis for the Pine, Maple and Chestnut <br />School sites based on specifications now on file in his office, and that, upon approval by <br />
