CITY OF NORTH OLMSTED <br />ORDINANCE NO.2026 - 67 <br />By: Mayor Jones <br />AN ORDINANCE ESTABLISHING A DISPATCH CENTER FUND, AS A <br />SPECIAL REVENUE FUND WITHIN THE CITY OFNORTH OLMSTED, TO <br />ACCOUNT FOR THE RECEIPT OF PUBLIC SAFETY AND 911 <br />COMMUNICATIONS REVENUE, AND DECLARING AN EMERGENCY. <br />WHEREAS, Ohio Revised Code §5705 requires a Special Revenue Fund be established <br />for receipt and expenditure of public safety and emergency 911 communications revenue; and <br />WHEREAS, the creation of a Special Revenue Fund in North Olmsted will provide for the <br />separation of public safety and emergency 911 communication revenue collected by and through <br />the operation of the North Olmsted Dispatch Center from the City General Fund; and <br />WHEREAS, the creation of the Special Revenue Fund will ensure compliance with state <br />rules regarding receipt of 911 fees, municipal taxes and inter -city service contract revenue; and <br />WHEREAS, it is the desire of the Mayor and Council to establish a North Olmsted <br />Dispatch Center Fund as a special revenue fund in accordance with law. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That there is hereby established a separate Dispatch Center Fund, as a <br />Special Revenue Fund, for the purpose of separating the receipt and deposit of operating funds <br />paid by other cities for services, county wide 911 wireless charges and general fund transfers and <br />to pay for the cost of the dispatch center operation including equipment maintenance, equipment <br />acquisition, personnel payroll, computer software and such other obligations as are necessary to <br />continue and maintain the daily operations of the center in an efficient manner. The Director of <br />Finance is authorized and directed to establish such fund and to request approval of such Dispatch <br />Center Fund by the Auditor of State. Such Dispatch Center Fund shall thereafter remain under the <br />control and supervision of the Director of Finance, who shall impose and maintain all financial <br />controls required by law, and provide for audit of such funds in accordance with local and state <br />law. <br />SECTION 2: That the Dispatch Center Fund be and remain for an indefinite term, unless <br />otherwise terminated by Council, and further that the Director of Finance be and he is hereby <br />authorized and directed to pay out of said Special Revenue Fund such amounts necessary to meet <br />the costs of continuing and maintaining the daily operations of the dispatch center and any other <br />costs as may be necessary for the efficient operation of the same, in accordance with law. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the <br />
