CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2026 - 81 <br />BY: Mayor Jones <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO <br />A CONTRACT WITH INFRASTRUCTURE MANAGEMENT <br />SERVICES TO CONDUCT A PAVEMENT MANAGEMENT <br />SURVEY AND ANALYSIS WITHIN THE CITY OF NORTH <br />OLMSTED, AND DECLARING AN EMERGENCY. <br />WHEREAS, in 2022, the City of North Olmsted conducted an RFP process to <br />obtain a vendor to undertake and establish a pavement management program via survey, <br />analysis, reporting and data hosting in order to increase the efficiency and effectiveness of <br />the public improvement of streets; and <br />WHEREAS, the 2026 program will update the previous pavement condition study <br />performed in 2023 by Infrastructure Management Services and will gather additional data <br />on each roadway and develop an analysis that can be used to determine the streets that will <br />be resurfaced in 2027 and beyond, all while establishing an updated maintenance program; <br />and <br />WHEREAS, the overall roadway network condition rating will be determined and <br />compared to the 2023 condition rating to determine the effects of the annual pavement <br />programs; and <br />WHEREAS, the cost to perform the collection of roadway pavement condition data <br />is $40,495.00; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to enter into a <br />second contract with Infrastructure Management Services to provide such services for the <br />City of North Olmsted in 2026. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and she is hereby authorized to enter into a <br />contract with Infrastructure Management Services. Said agreement shall be in the form <br />approved by the Director of Law, with such additional modifications and changes in form <br />or in substance that are not substantially adverse to the City and which are approved by the <br />Director of Law. The character of any such changes as not being substantially adverse to <br />the City shall be evidenced conclusively by the execution of the agreement by the Mayor <br />and the approval of the agreement by the Director of Law. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for <br />
