MINUTES OF COMMITTEE OF THE WHOLE <br /> January 27, 2020 <br /> Auditorium <br /> Present: Councilmembers Bullock, Litten, Neff, O'Malley, Rader, Shachner <br /> Also: Planning Director Sylvester, City Planners David Baas & Katelyn Milius, Mayor George, <br /> members of the Resiliency Task Force, Irwin Lowenstein & Puck Mykleby of ReThink <br /> Advisors, Clerk Bach & Deputy Clerk Lascu <br /> Call to Order: 6:06 p.m. <br /> Motion by President O'Malley, seconded by Vice President Litten to approve the minutes of the <br /> January 13'h Committee of the Whole meeting. <br /> All members voted in favor. Motion passed. <br /> RESOLUTION 2019-19 - A RESOLUTION to concur with the Lakewood Planning <br /> Commission in the adoption of the updated Lakewood Community Vision. (Referred to <br /> COW 12116119) <br /> Director Sylvester introduced Irwin Lowenstein and the Resiliency Task Force and provided an <br /> overview of the attached presentation. <br /> Mr. Lowenstein of ReThink Advisors provided background on the Resiliency Task Force and its <br /> work since 2018. The Task Force is comprised of 12 members who met monthly for about two <br /> hours in addition to homework assignments and small-group meetings. He highlighted the public <br /> engagement conducted by the Task Force and estimated that the Task Force interacted with <br /> about 500 residents through surveys, workshops, and other means. The work of the Task Force <br /> concluded with a revised Community Vision being presented to the Planning Commission. On <br /> December 5h, Planning Commission approved the Community Vision and accompanying action <br /> plan. <br /> Beverly Burtzlaff& Kevin Hudson discussed the purpose of the Task Force. The Task Force <br /> reviewed the Community Vision. It affirmed the overall focus areas of the Vision but decided <br /> that themes of resiliency, sustainability, equity, technology needed to be interwoven. <br /> Puck Mykleby explained how the Task Force distilled a vision and goals down to actionable, <br /> measurable data with the creation of an accompanying action guide. The Task Force envisions a <br /> community dashboard where progress can be measured in all categories. <br /> In response to an inquiry by Councilmember Rader, Mr. Mykleby explained that the theme of <br /> accessibility was identified by the Task Force as one of the broad overarching themes to be <br /> incorporated in all areas of the vision. <br /> 1 <br />
