<br />MINUTES OF THE FINANCE COMMITTEE <br />September 25, 2023 <br />Auditorium <br />Present: Councilmembers Shachner, Kepple, Bullock <br />Also Present: Councilmembers Kepple, Baker, Marx, Mayor George, Planning Director <br />Leininger, Public Works Director Gordon, Fire Chief Dunphy, Police Chief Fischer, Finance <br />Director Rancatore, members of the public, Council staff <br />Call to Order: 7:26 p.m. <br /> <br />Approval of the minutes of the September 18, 2023 meeting of the Finance Committee. <br />Motion made and seconded to approve the minutes of the September 18, 2023 meeting of the <br />Finance Committee. All members in favor. Motion passed. Minutes approved. <br /> <br />Communication from Councilmember Shachner & President Litten regarding <br />hearings to discuss the 2024 budget. (referred 9/5/23) <br />Chairman Shachner provided opening remarks, highlighting the goal of the hearing to relay <br />budget priorities to the administration from Council and from residents. He noted that a <br />significant amount of councilmember ideas come directly from conversations with residents. He <br />expressed appreciation to the administration for their willingness to listen and participate. <br /> <br />Vice President Kepple noted the importance of public participation and commended <br />Councilmember Shachner for taking a step in the direction of participatory budgeting. <br /> <br />Councilmember Shachner priorities <br />Councilmember Shachner introduced his proposals for spending in the 2024 budget including the <br />following: <br /> ADA accessible bathroom trailer for Wagar Park. <br /> Playground shade canopies <br /> <br />Elaborating on these proposals, Councilmember Shachner noted the inconvenience of the lack of <br />restrooms at Wagar Park and the success of similar restroom trailers in other communities. He <br />suggested the trailer could be seasonal and asked the administration to research pricing and <br />terms. He noted many park playgrounds without any shade and asked the administration to <br />research prices and feasibility of shade canopies that are common in other communities. <br /> <br />**Resident Budget Proposals** <br /> <br />Birdtown Parking Lot <br />Mary Piunno – 12223 Madison. <br />Ms. Piunno requested that the City convert the city-owned parcel at the northwest corner of <br />Madison and Newman be converted into a 30-space parking lot to address neighborhood parking <br />1 <br /> <br /> <br />
