RESOLUTION NO. 81- 1 <br />INTRODUCED BY: Councilman Michael W. Spellman <br />A RESOLUTION URGING THE UNITED STATES CONGRESS <br />TO AMEND THE FEDERAL ELECTION CAMPAIGN ACT OF <br />1971 TO PROVIDE FOR THE PUBLIC FINANCING OF <br />GENERAL ELECTION CAMPAIGNS FOR THE UNITED STATES <br />HOUSE OF REPRESENTATIVES. <br />WHEREAS, the 97th Congress of the United States is now <br />in session; and <br />WHEREAS, the 96th Congress of the United States only <br />narrowly defeated House Resolution 1, which was co-sponsored by <br />over 130 members of Congress and which called for public financing <br />of campaigns for election to the United States House of Representatives; <br />and <br />WHEREAS, this Council, in light of the past election, <br />is now of the opinion that the manner in which congressional <br />elections are currently financed is a national disgrace in that <br />within the past four (4) years there has been a nearly 250 percent <br />increase in special interests contributions to candidates to the <br />United States House of Representatives; and <br />WHEREAS, this dramatic growth in special interest <br />contributions to candidates for the United States House of <br />r Representatives vividly demonstrates the dangers confronting the <br />American political system; and <br />WHEREAS, this Council has determined that public financing <br />of election campaigns to the United States House of Representatives <br />appears to be the only feasible way to control the use of special <br />interest contributions; and <br />WHEREAS, public financing of candidates not only minimizes <br />the obligation to special interest contributors but also provides <br />an opportunity for qualified citizens who lack funds to seek public <br />office; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. Council, on behalf of its members and the <br />residents of Mayfield Village, through its 22nd House District <br />Representative, Dennis E. Eckart, urges the 97th Congress to repeal <br />existing public financing of presidential elections and to extend <br />such public financing to the general election of the United States <br />House of Representatives. <br />Section 2. Council further urges Congressman Eckart to <br />endorse, sponsor, or co-sponsor such legislation similar to House <br />~ Resolution 1 of the 96th Congress and further urges area Councils <br />within the 22nd Congressional District of Ohio to become aware <br />
