RESOLUTION N0. 85-22 <br />INTRODUCED BY: Mayor Carmen & Council <br />A RESOLUTION URGING THE FEDERAL <br />GOVERNMENT AND ITS EXECUTIVE <br />AGENCIES TO HOLD FUTURE PUBLIC <br />HEARINGS ON ISSUES OF SIGNIFICANT <br />INTEREST AT LOCATIONS MORE <br />ACCESSIBLE TO THE PEOPLE MOST <br />AFFECTED BY THE PROPOSED ACTIONS. <br />WHEREAS, the Internal Revenue Service recently conducted <br />public hearings on proposed rules to tax employer provided use of <br />automobiles as income; and <br />WHEREAS, such regulations would discourage public employees <br />from taking government owned vehicles home, even though they are of ten <br />on 24 hour call in the event that an emergency may require response to <br />a situation affecting the health, safety and welfare of local <br />residents; and <br />WHEREAS, despite the local interest and opposition to the <br />proposed regulations the public hearings held on the matter were <br />confined to the corporate limits of the District of Columbia; and <br />WHEREAS, the limitation of public hearings to the District <br />of Columbia deny the vast majority of those persons interested in this <br />issue to testify on a matter deemed to be of great significance to <br />local public officials and citizens; and <br />WHEREAS, it would be in the best interests of all citizens <br />of the United States at hearings conducted by federal executive <br />agencies that generate great public comment be held where the people <br />reside and not according to the convenience of federal agencies; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />.Section 1. The Mayor and Council of Hayfield Village <br />strongly urge the federal government and its executive agencies to <br />hold future public hearings on issues on significant interest at <br />locations more accessible to the people most affected by the proposed <br />actions. <br />Section 2. The Mayor and Council of Hayfield Village do <br />hereby further specifically encourage the Internal Revenue Service to <br />hold regional hearings on the issue of employer provided use of auto- <br />mobiles in at least each of the ten Federal Registers of the United <br />States. <br />Section 3. The Clerk of Council is hereby authorized and <br />directed to forward a copy of this Resolution to President Ronald W. <br />Reagan and in so doing to request in return a written response to the <br />recommendation herein. <br />
