RESOLUTION N0. 85-22 INTRODUCED BY: Mayor Carmen & Council A RESOLUTION URGING THE FEDERAL GOVERNMENT AND ITS EXECUTIVE AGENCIES TO HOLD FUTURE PUBLIC HEARINGS ON ISSUES OF SIGNIFICANT INTEREST AT LOCATIONS MORE ACCESSIBLE TO THE PEOPLE MOST AFFECTED BY THE PROPOSED ACTIONS. WHEREAS, the Internal Revenue Service recently conducted public hearings on proposed rules to tax employer provided use of automobiles as income; and WHEREAS, such regulations would discourage public employees from taking government owned vehicles home, even though they are of ten on 24 hour call in the event that an emergency may require response to a situation affecting the health, safety and welfare of local residents; and WHEREAS, despite the local interest and opposition to the proposed regulations the public hearings held on the matter were confined to the corporate limits of the District of Columbia; and WHEREAS, the limitation of public hearings to the District of Columbia deny the vast majority of those persons interested in this issue to testify on a matter deemed to be of great significance to local public officials and citizens; and WHEREAS, it would be in the best interests of all citizens of the United States at hearings conducted by federal executive agencies that generate great public comment be held where the people reside and not according to the convenience of federal agencies; now, therefore, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: .Section 1. The Mayor and Council of Hayfield Village strongly urge the federal government and its executive agencies to hold future public hearings on issues on significant interest at locations more accessible to the people most affected by the proposed actions. Section 2. The Mayor and Council of Hayfield Village do hereby further specifically encourage the Internal Revenue Service to hold regional hearings on the issue of employer provided use of auto- mobiles in at least each of the ten Federal Registers of the United States. Section 3. The Clerk of Council is hereby authorized and directed to forward a copy of this Resolution to President Ronald W. Reagan and in so doing to request in return a written response to the recommendation herein.
