I <br />?linutes of a Special LZeeting <br />He1d..ll7ay 4, 1949 <br />. <br />The Council of the V9.11age of ?ayfield met in the Tot??rn HaI1 <br />in Speca.al PAeetS.ng on the 4th day of May, 1949, at 8 o"clock P. M., <br />pursuant to nota.ce, I7a.yor Custave Swansori presid5.ng. _ <br />RoZl Call: T'resent - Messrs Franz, Hardman, Sloan, Zingleman, <br />Cass ancl Heiss. <br />Absent- m None. rdayor Svaanson stated that the Special Nleeting was called to <br />consider the charges which he ha.d filed against 'llr. Hm?rard Haxd..ma.n, Jr. <br />as Marsha11 and Chxef of Policee <br />Mayor Swanson then read the chaxges agaznst Ms°a Harcima,n, Jr. <br />He t11en stated that.he had been x°equired to dsal wi.th a numUer of <br />troublesome matters while in offa.ce but that nothing had been as painf'ul <br />to the Mayor as this experiettce. <br />At the request 'of the Mayor, Mr, EdeLman, the Solicitor, read <br />to Council Sections 4384. and 4263 to 4267 inclusive of the Ohzo Genera]. <br />Code regarding the removal of police officers. He explained that if the <br />Mayor bela.eved a. Cha.ef of Polxce to be guilty of.. gross neglect of duty, <br />m.isconduct in offxce, or any of the other offenses la.stad in the Statutos, <br />xt Uecame the duty of the Mayor to,prepare charges against such a porson, <br />serve a copy upon h5.m and file such chas°ges with the Counczl. AlI of <br />this has been done in this case, P/Ir. Edelana,n explaxned further that the <br />person charged could be removed by a two-thirds vote of all members <br />elected to Council at the next regttlar meeting. Pending the hearing <br />of the charges the man may be si.1spended for no Ionger than 15 days. <br />Mayor Swanson then. askod Tlir. Hardma,n, Jr. if, he v,ished to malce <br />a statemezit o <br />Mr. Hardrnan, Jro then read a prepared statemexit, the substance <br />of which is as fo1lows: <br />'rI personally apologxze to the Njayor, to the Council <br />and to the _ p:eople of this village for my actions - Ulhen I first` <br />' took office the vil7.age had nothing but Q brokon drnvn automoba.le <br />Vfhich I made the best of. Since then, they have furnished me with <br />modern-equxpment, such as a netiv police gun, neev car and 1ately a <br />new rada.om Because of this considerable oxpense to tkie Vi1?age, <br />I fslt that I should wox°k as many hours as possible to build up <br />a police force. During my period of office, there have been many <br />a.nterferen.ces with the work o£ tkie police depa:rtment. Whereas, aIl <br />orders and the running of the departrment should come f'rom the Mayor,
