Council hereby declares that said unprovenient is conduciye.to the public health, convenience and iaelfa..re. Seco 2. That the construction. and giade of said water main as improved shall be as shotirn by tne Engineer's plans and profiles on file with the Vi].laoe clerk ir_ -the Villa.ge Hall, which said plans and profiles are ma.c?e a part hereo:fo - Sec. 3.
