RESOLUTION N0. 84- 11 <br />INTRODUCED BY; Mayor Carmen & Council as a Whole <br />A RESOLUTION URGING THE CONGRESS OF <br />THE UNITED STATES ADID THE GENERAL <br />ASSEMBLY OF THE STATE OF OHIO TO <br />PURSUE AN EQUITABLE RESOLUTION TO <br />THE ACID RAIN PROBLEM. <br />WHEREAS, the Congress of the United States of America is <br />currently considering legislation to control the spread of acid rain; <br />and <br />WHEREAS, the current approach to the control of acid rain <br />unfairly penalizes the Midwest, especially the Industrial Selt <br />including Northeast Ohio; and <br />WHEREAS, the estimated increases in utility rates to.control <br />acid rain may cause the relocation or closing of manufacturing plants <br />and hinc3er the expansion of other manufacturing plants, resulting in a <br />loss of jobs and, thus, a loss of essential revenues necessary to <br />conduct the affairs of governmental entities; and <br />WHEREAS, there exists no concrete and specific proof indi- <br />cating that the Midwest is that region of the United States <br />responsible for the proliferation of acid rain; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THATo <br />Section 1. The Mayor and Council of Mayfield Villageo <br />Ohio, hereby urge that a thorough national study be conducted in <br />cooperation with federal, state and local governmental agencies to <br />scientifically establish a sound, economically practical and equitable <br />solution to the acid rain problem. <br />Section 2. The Clerk of Council is hereby authorized and <br />directed to forward copies of this Resolution to Senators John Glenn <br />and Howard Metzenbaum, Representative Edward Feighan, Governor Richard <br />Celeste, State Senator Lee I. Fisher and State Representative Ronald <br />Suster, and to the Clerks of Council in the Hillcrest area. <br />Section 3 This Resolution sha take effect at the <br />earliest time allowed by lawo <br />," - <br />Ri?6hard C.
