RESOLUTION N0. 83-24 <br />INTRODUCED BY: Mayor Beebe & Council <br />A RESOLUTION URGING GOV ERNOR <br />RICHARD CELESTE TO ENACT <br />REGULATIONS RELATING TO THE <br />SHIPMENT OF HIGHLY IRRADIATED <br />NUCLEAR FUEL THROUGH THE STATE OF <br />OHIO. <br />WHEREAS, the Council of Mayfield Village, Ohio has become <br />aware of pending shipments of highly irradiated nuclear fuel within <br />its municipal limits and in its nearby vicinity; and <br />WHEREAS, the health, safety, and welfare of the residents of <br />the Mayfield Village is dependent upon the integrity of the shipping <br />casks used to transport the irradiated nuclear fuel; and_ <br />WHEREAS, the present cask standards are not representative <br />of potential accident conditions on routes used for the transport of <br />the irradiated fuel; and <br />WHEREAS, the shipping casks used to transport irradiated <br />fuel nave never been subjected to full scale tests to ascertain their <br />ability to withstand even these insufficient standards; and <br />WHEREAS, many such casks have been found to be defective <br />despite efforts at quality control; and <br />WHEREAS, the irradiated fuel shipments from nuclear reactors <br />will increase sharply in the near future; and <br />WHEREAS, the State of Michigan has enacted, by executive <br />order, a set of regulations involving cask safety and shipper's <br />liability, which regulations have helped safeguard Michigan residents <br />from Canadian irradiated fuel rod shipments since January 19, 1982; <br />now, theref ore, <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, on behalf of themselves and the residents of the Village, urge <br />Governor Richard Celeste to enact, by executive order, regulations <br />relating to the State escort of irradiated nuclear fuel, a statewide <br />monitoring system of all shipments of irradiated nuclear fuel and to <br />appoint qualified persons to supervise, train, and be responsible for <br />the handling of emergency situations which may arise as a result of <br />the shipment of the nuclear fuel. It is further urged that the cost <br />of all of the above be borne by the utilities who are shipping the <br />irradiated fuel. <br />
