MINUTES OF THE MEETING OF THE COUNCIL

<br />Present were Paul J. Gateau, Mayor; Bruce MacDonald, President of Council; Henry
<br />Caster, Ralph Chri.staian, Dewey Limpert, A,L, Mangani, Lillian Nicholas,
<br />Francis J. O1~Tei11, George Porter.
<br />Aylso present were Lloyd E. Barnes, Service Director; James T. Wilson, Safety
<br />.rector; C,d, Oviatt, Solicitor; Alex Kanareff, Engineer; Willies: Gerlach,
<br />Auditor; and Louise H~1.1., Clerk.
<br />The minutes of the regular meeting of January 17, 1961 and the special westing
<br />of January 2~., 1961 were approved as written.
<br />The Mayor advised that he had received a communication from Albert S. Porter,
<br />County Engineer, regarding plans for a new Lewis Road Bridge in 1963.
<br />The Mayor read a cos~uni.cation from the Citizens League of Greater Cleveland
<br />regarding the County charter.
<br />The Mayor made the following ProclamationB:

<br />The Mayor advised that the information required for the Board of El~e4'~s~s
<br />Calendar should be forthcoming soon. ~i.s matter was turned over to the
<br />Finance end Legislative Committees.
<br />The Mayer requested that Council consider putting a Charter Amendment on the
<br />November ballot making the position of Mayor a full time position because of the mares
<br />r-~ devious duties the Ma~yvr has. This request was turned over to the
<br />Finance and Legislative Committee for their evnsiderat3.on.
<br />The Meyer requested Councilts approval of the Appropriation Ordinance presented
<br />with other legislation to be considered.
<br />The Clerk read the following communications:
<br />1. A memorandum from the Mayor regarding Planning Commission
<br />Meeting Nit,hts.
<br />2. A report frcmi the Planning Commission recomYaending the land
<br />lying southerl~r of Brookpark betwe®n the Great Northern
<br />Shoppir:g Center, Columbia Road and Kennedy Ridge Road
<br />presentey zoned for Limited Industrial Use be rezoned to
<br />provide a~CTse District.

<br />3. A letter from the Planning Ccm~mission recommending that
<br />Lorain Road be rezoned from its present zoning tv commercial
<br />witha depth of 500 finet on all interior lots and 2.~ feet
<br />on all corner Zots.

<br />Resolution No. 6I,•1.l~ wasgiven it$ second reading. A resolution authorizing and
<br />directing the Director of Public Service to enter into an extension of ninety (90)
<br />de3ra for camp].etion of the construction of the Sewage Treatment Plant, and
<br />declaring an emergency. It was moved by Mr. Porters seconded by Mr. Christmani,
<br />that the statutory rule be suspended and the resolution be read immediately the
<br />second and third times and put on its passage. The affirmative vote on said motion
<br />was as follows Caster, Christman, Lampert, Mangani, Nicholas, OtNeill,Porter.
<br />Thereupon the resolution was read the third time and the decl3.ning vote vas as
<br />follo`as: Caster, Christman, Lampert, Mangani, Nicholas, O~Neill, Porter.
<br />Resolution No, 61-19 was introduced bg Imo. Mangani. A resolution authorizing the
<br />Director of Public Service to advertise for bids for servides in photographing
<br />sanitary sewer lines vn Grace-Ela~Columbia-~taatiek and L:ueille, in j:hich roads
<br />or portions ther®of, sanitary sewers have been constru,eted, ar~cl declaring an
<br />emerge~y. It was moved by Mr, Mangani, seconded by Mr. Christman, float the
<br />statutory rule be suspended and the resolution be read irm^iediate]y the second
<br />and third times and put on its passage. The affirmative vote on si~.d motion
<br />was as follows: Caster, Christman., Lampert, Mangani, Nicholas, OWN®ill, Porter.
