<br />•'MINUTES OF MEETING OF COUNCIL <br />THE CITY OF NORTH OLMSTED <br />January 5, 1965, <br />8:17 P.M. <br />The meeting was called to order and roll was called. Present were; Mayor <br />Ralph Christman; President of Council Francis J. 0'Neill; Henry Caster; ,7ack <br />Foltz; Virginia Hodgins; James Leonard; Dewey Limpert; A. L, Mangani; John <br />West, <br />Also present: J. Bruce Kitchen, Director of Law; W. L. Gerlach, Director of <br />Finance; Del Limpert, Safety-Service Director; Richard Labas, Cfty Engineer; <br />Margaret West, Clerk of Council. <br />In the minutes of the meeting of December 15th, 1964, the first line of the <br />paragraph referring to Resolution No. 64-279 was corrected by inserting "°not" <br />between "was°" and °°given", on Page 3, On Page 4, in the vote on Ordinance <br />No, 64-327, delete Mangani and add West. The minutes were then approved as <br />corrected. <br />Minutes of the special meeting of December 21, 1964 were corrected on Page 2 <br />by changi.ng the first word in Paragraph l, 2 and 3£rom "Ordinance'° to "Resolus <br />tion". The minutes were then approved as corrected. <br />Mayor Christman announced that since the Charter has been in effect for five <br />years, it is time for a Charter Review Commission, and he requested approval <br />of Council to the appointment of the following: Bruce MacDonald, Chairman; <br />George Schaaf; Jean Gerlach; Alex Kanareff; L1oydBarnes; I,eslie Macs; Ballard <br />Vincent; Roland Field; and Jean Cohrs. This list includes two members who <br />worked on the original charter, two who worked under the charter, and two who <br />are unfamiliar with it. <br />The Mayor also reported that contracts have been signed for sanitary sewers in <br />Contracts 31a, 31b and 33. We have received authorization to sign contracts, <br />but are still awaiting authorization to start construction. <br />Mayor Christman requested approval of Council to the reappointment of Robert <br />Hebebrand to the Board of Building Code Appeals. He was previously appointed <br />to fill out a term expiring December 31, 1964, His new term would be to <br />December 31, 1969. <br />Council approval of the appointment of Thomas Fabek, Jack Esgar and Walter <br />Spalding to the Planning Commission to terms expiring December 31, 1969 was <br />also requested by the Mayor. <br />Mayor Christman also called Council's attention to the fact that there is now <br />a vacancy on the Board of Zoning Appeals, since George Schaaf was filling an <br />unexpired term ending December 31, 1964, and now as an appointee to the Chariter <br />Review Commission cannot serve on the Board of Zoning Appeals, since members <br />of the Charter Review Commission cannot hold any elected or appointive position <br />with the City. <br />The Mayor slso asked Council to consider legislation authorizing the City to <br />pay a reward for information about people who throw debris in the ditches. <br />Signs stating a reward would be paid for such information might help alleviate <br />the problem. ..
