4 <br /> <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />May 8, 1968 <br />8:10 p.rn. <br />Present: President of Council Francis J. 0'Neill, Councilman Caster, <br />Hodgins, Limpert, Miller, Prokasy, West. <br />Also present: Mayor Ralph E. Christman, Safety-Service Director Del <br />Limpert, Finance Director William Gerlach, City Engineer <br />Frank Dutton, Assistant Law Director Frank Lord and Clerk <br />of Counci 1 Florence Holm. <br />Abeent: Councilman Carroll S. Eian. <br />The minutes of Council meeting of April 16th were approved as read. <br />The minutes of Council's special meeting of April 29th were approved <br />as read. <br />Mayor Christman said he had received a call from Congressman William E. <br />Minshall that the Department of Health, Education and Welfare has ap- <br />proved our application for a Federal Grant of $228,900.00 for the final <br />phase of our sanitary sewer program. <br />Mayor Christman said he has submitted for approval the name of Kurt F. <br />Richards for appointment to Planning Commission to replace Walter Spalding, <br />whose term expires December 31, 1969. <br />Mrs. Hodgins, Chairman of the Public Service and Utilities Committee, re- <br />ported on the meeting of May lst of this committee with Public Works Com- <br />missioner Watts. Mr. Watts stated that thermo burners are not economically <br />feasible, but that clorinators have been added to a lif,t station and to a <br />mhbaie. The new addition to plant will have enclosures and catylistic <br />exhaust burners where necessary. Advancements and improvements will be <br />included in treatment plant addition which will minimize, if not eliminate, <br />odors to a great extent. This addition is to be completed in 1969 in con- <br />junction with completion of sanitary sewer program. <br />At this meeting it was moved by Mr. Miller, seconded by Mr. Eian, to invite <br />interested neighboring community officials and their representatives to a <br />Waste Disposal Meeting. Tentative date set is May 22nd, at which time Good- <br />body and Company, financial agents for Fairfield Engineering, will exptain <br />financing of the process discussed at this cominittee's April 3rd meeting. <br />Local garbage and rubbish pickup was also discussed. Mr. Watts mentioned <br />the dollars saved in using less equipment and manpower because we are no <br />longer operating the land-filt. Mr. Watts said 101 places of business are <br />now being served free-of-charge by North Olmsted Service Department. In <br />the interest of rodent control, cleanliness, sanitation, appearance and con- <br />veni ence as wel l as economy, the commi ttee recorrnmends that there be uni form <br />one yard containers used by business establishments in the City of North <br />Olmsted, and further recommends that these be placed at curb and a$17.00 <br />monthly charge be made. The charge is to be by contract on a yearly basis. <br />A survey will be made of business places willing to subscribe to this service. <br />
