Christman; President of Council Franeis J. doNeili; <br />Henry Caster; Carroll Eian; Jack Foltz; Alex Manganf; :Tohn West. <br />Also presenfi! Assistant Law DiXector Frank Lord; City Engineer Frank Duttonq <br />Clerk of" Council Margaret West. <br />Absent: Virginia Hodgins; Dewey Limpert. <br />A public hearing was held on the question of whether the improvemenL of Great <br />Narthern Boulevard by installi,ng storm and sanitary sewers, water main, sewer <br />ar.d water curb connections, together with all necessary appurtenances should <br />be made, fn view of the fact that the lowest and best bid received bv the Citv <br />tcr labor and ma.terials for said improvement exceeded the estimated rost by <br />iii"teen percent er more. <br />fihe Citv Engineer explained the 1ow bid of $118,733.25 exceeded the ConsultinK <br />Engineer`s estimate, of $93,244 by $25,493025, a difference of 27% that resultea <br />from three factors; the fact that the original estimate was over three yeazs <br />old, the f"act that the estimate on the 8" sanitary was about 50% of the nolmai <br />nrice for that 3tem; and the fact that bracing and well-pointing was necessicatEd <br />by soil condiiions not considered in the original estimate, and this added about <br />$13,000. <br />It uTas the Engineer's opinion that fihe bid received was a fair and reasonabYe <br />grice for the work to be done. He also stated in his opinion readvertising the <br />bid would result in a higher price, <br />Mrse Hodgins is now present. <br />A discussion followed as to the amount of the increase in the City°s port3on <br />which would result. <br />Mr. Limnert is now present. <br />All m2mbers of Council acknowledged that they had received notice of the spEeial <br />meetinQ on Ma.rch 6th by written not3ce delivered to their residences9 and eaeh <br />Councilman signed a statement to that effect. <br />The Clerk stated that a 1ega1 notice of the publfc hearing appeared in the Piain <br />Dzaler on Tuesday, March 7, 1967. <br /> <br />i
