<br />Present: Councilmen Boehmer, Grady, Hodgins, Lfmpert, Prokasy (Late)
<br />Speedling, taest.
<br />Also present: Mayor Ralph Christmar?, Finance Director tJflliam
<br />Gerlach, Law Director J. Bruce Kitchen, Service Director
<br />Charles Watts, Clerk of Cauncil Nora Hill.
<br />In the absence of President 0'Neill and President Pro Tem Praicesp,
<br />Council elected Mr. Iewey Liapert Acting President Pro Tem. ly4r.
<br />West moved that Mr. Limpert serve as Aeting President Pro Tem, seccnded
<br />by Mr. Boehmer. Affirmative vote Boehmer, Grady, Aodgins, Limpex%,
<br />Speedling, West.
<br />Mr. Limpert atated the reason for calling this Speciai Meeting was
<br />to pass four pieces of legfslation: Ordlaance Nos. 70-61, 70-62,
<br />70-63 and 70-64, pertaining to apecial assessments.
<br />Mr. West moved that the Finance Director be requested tv furnish
<br />Fiacal Officer's Certif3cate with regard to Note Ordinance No. 70-
<br />61. Motion was seconded by Mrs. Aodgias. Affirmative vote Boehmer,
<br />Grady, Hodgins, Limpert, Speedling, West. Mr. Gerlach furnished the
<br />Gextificate.
<br />Ordinance No. 70-61 was introduced by Mr. Boehmer. An Ordinance
<br />authorizing the issu,ance of aotes in anticipation of the fssuance
<br />of bonds and of the levy and coilectfan of apecial assessments to
<br />pay the propertq owners' portion of the cost af improving Dover Center
<br />Road and certain other streets and public easements by construeting
<br />sanitary sewers, sewer curb connections and necessary appurCenances,
<br />including force msi,n, sewage pueeping station, necessary street resur-
<br />faclng and restoration of drainage facilities (Contract 12) aad
<br />declaring an emergency. Mr. Boehmer moved for suspension of rule
<br />requiring three separate readings, seconded by Mr. Weat. Affirsatiwe
<br />voCe Bochmer, Grady, HAdg3.tks, Linpert, Speed3ing, West. Mr. Boebmer
<br />then maved for adaption of Ordinance, seconded by Mr. fJest. Affirmative
<br />vote Baehner, Grady, Hodgins, Linpert, Speedling, tJest.
<br />Mr. West moved that the Piaance Director be requssted to furnish
<br />Fiscal Officex's Certificate with regard to Note Ordinance Ro. 70-
<br />62. Z`his motion was secooded by Mr. Boehraer. Affirm,atfve vate Boehmer,
<br />Gradp, Hodgins, Limpert, Speedling, West. Mr. Gerlach furnished the
<br />certificate.
<br />Ordinance No. 70-62 was introduced by Mr. Boehmer. An Ordfnance
<br />authorizing the issuance of uotes in anticipatioa of the issuance of
<br />honds to pay the citq's partion of the cost of improving Dcver Center
<br />Road and certaia other streets and pvblic easements bq canatructing
<br />sanitary sewers, sewer curb c4nnectiona and necessary appurtenances,
