MINUTES OF PUBLIC HEARING OF THE COUNCIL
THE CITY OF NORTH OLMSTED
April 23, 1973
8:15 P.M.
Present: President Francis J. O'Neill, Councilmen Boehmer, Giesser, Limpert,
Prokasy, Saringer, Speedling, West.
Also present: Mayor Ralph Christman, Service Director Henry Caster, Asst.
City Engineer Dave McDermott, Clerk of Council Nora Hill
Mr. West, Chairman Building, Zoning & Development Committee, opened meeting
at 8:15 P.M, stating this is a Public Hearing on Ordinance No. 73-31 - An
Ordinance amending the Zone Map adopted as part of Ordinance No. 62-33 (known
as the Zoning Code of the City of North Olmsted) by changing the designation
thereon of certain land from its present designation thereon as "B" Residence
District to "A" Residence District.
Map detailing area in question was described.
Mr. Limpert read Ordinance No. 73-31 in its entirety.
Mr. West stated this proposed rezoning was requested by a petition from the
people of North Park Estates. Tonight is Public Hearing on same. Ordinance
No. 73-31 will be up for third reading at Council Meeting an May 1, 1973. At
that time the Building, Zoning & Development Committee of Council will make
recommendation as to passage of this Ordinance. The purpose of Public Hearing
is to listen to comments from audience.
Mr. John Kilbane, 4605 Andorra Drive, President of North Park Estates Homeowners
Association, addressed Council on behalf of the Association with following remarks:
The area in question contains approximately 141 lots. On the 141 lots there
either exists or in the process of construction 85 dwellings. Of those 85
dwellings between 3 and 7 are "B" homes. The remainder are "A" homes. The
reasons for petitioning the rezoning are: 1) Want to maintain consistent develop-
ment and consistent structure within the development; 2) The greatest possible use
of existing vacant land would be building "A" type structure; 3) It would increase
the tax base within North Olmsted and that would be beneficial not only to North
Park Estates but also to the entire City.
Mr. Limpert verified that there are between 3 and 7 homes that are "B" Residence.
Mr. Kilbane commented that 4 of the homes are within 10 sq. ft. of being A" homes.
There being no further comments Mr. West adjourned meeting at 8:25 P.M.
// ~~
Nora T. Hill, Clerk of Council Francis J. O'Nei President of Council
