F <br />MINi1TES OF THE MEETING OF THE t~IUNCIL <br />OF THE CITY OF NORTH OLi~TED <br />OCTOB88 21, 1975 <br />Present: President Francis J. O'Neill, Councilmen Beaty, Goggin, Limpert, Beringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christme~n, L~ Director Michael Gareau, Finance Director <br />William Gerlach, Safety Director Raytwnd Caraaltan, Service Director Heatry <br />Caster, City Engineer J. &rrrard Childs, Clerk of Coun€fi Rana Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of October 7, 1975, were approved as read. <br />Mayor Christman reported fallowfag: 1) received letter from Mayor of Westla~Ce, <br />suggesting that the City of Nart~ t}ls~ts~d utilize their new se~sr system in 1~estlake <br />should we have to pump at the area of Walter Road and Msple Ridge, tbetreby preventing <br />flow of sanitary sewerage into ditches. i am turning this over to our City ~egineer <br />for his recomst~ndations; <br />2) also received letter a! resg -atcea from Z!i1c. Robert Elliott from the Plamring <br />Commission for his term expiring 12/3i/~6 and I will sub~rit a replacement at the <br />next Council Meeting; <br />3) the City has received word that an application for C.E.T.A. funds (Campresbe~nsive <br />~loyme:nt and Training Act - 1973) was submitted by our Director of R~saurces <br />through Cuyahoys County and as a result, the City has been granted S16,0fl0 -this <br />amount to be used in e~loying t~ forth Olmsted residents who qualify vader.tlem <br />C.E.T.A. prtegram, in two positions pet to be announced. I am also re+~tr~e~ttitq~ Council <br />to consider revising the organisational chart for the Degartment of S~msn rces <br />to include an Assistant to the Director of Buman Resources. The work of that 3epart- <br />ment hss expat~ed a~great deal ate the abovementionsd grant is due to the success of <br />that Departa~nt; <br />4) have submitted the name of Mr. Kenneth Huntington to replace Mr. William Tubbs on <br />the Board of Zoning Appeals for the unsxp.red term ending 12/31115; <br />5) we have met with a very serious canditian in the parking lot and driveway at the <br />Recreation Complex. Packets of instable soil have bean encountereul which Wert <br />suitable for the paving of this area as specified in the glans. The cerntlit~ Vices <br />it necessary to add additional slag base underneath the driveway in order to stab- <br />lize the soil. Because of the limited amount of funds now available to ca~lete the <br />project, it will be necessary to not accept the alternate to pave the Z44-car parking <br />lot area. The amount of $18,824 must be used instead for additional slag to stabilize <br />the driveway and the parking let area. This condition necessarily ~stpe~mes the <br />open house at the Recreation Ca~lex temtatively scheduled for November lst, even <br />tho I feel that most of the inside facilities will be useable at that t3a~e3. IIntil <br />we get the main entrance,driveway and slag parking lot ready, it waild be a tress to <br />get people into. We should be able to do it close to the end of October ar first <br />week in November. <br />President O'Neill asked Mayor t2rrstmaa about a designated trick or treat nit and <br />was informed that North Olmsted will celebrate on Halloween -October 31st, 6:38 P.M. <br />to 8:30 P.M. <br />Mr. Wiiamoeky questioned Mayor Christman regarding the Recreation tke~plesx driveway - <br />were any soil steles taken4 was there aaly one pocket? how wide an a~re-a? is there <br />a record of the pocket location3 ~~ gage si~lanation. <br />Service Director Caster reported following: 1) leaf pickup is praceedia$ on schedule <br />P;nacgA"~~-.. w.~wtaam.?rt!T-~i+e9thrrn.:..,. .. <br />', <br />
