O'Neill, Councila~n Beaty, Coggin, Limpert, <br />Saringer, Weet, Wilamosky. <br />Also preasat: Mayor Ralph Christmsa, Law Director Michael Gateau, Finance <br />Director William Gerlach, Safety Dir~rctor litaysoad Cam, Service <br />Director Henry Caster, City Eagiater J. HoR+ard Childs, Clerk of <br />Council Nora Hill. <br />Absent: Councilman Sharpe <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of Septe~er 2, 1975, were appxoved as read. <br />Mayor Christassn reported following: 1) Mrs. Sally Milers who has served on the <br />Parks & Recreation Commission is a~rvng from tows; and in her p]ai~ce the name <br />of Mrs. Yvonne Petrigac, 26633 S>weetbriar Drive, has bey subsitted as the School <br />Board's representative to the City Parks ~ Recreation Commission to fill the <br />unexpired tars of Mrs. Sally Myers tersinating 12/31/75; <br />2) received letter of resignation from Mr. William Tubbs from Board of Zoaiag <br />:Appeals effective imsediately because of gressure of business; do not have a <br />replacemernt for his at this time; <br />3) Council received copy of letter from Mr. Robert Svoboda, Principal Plr fox <br />Regional Planning Commission, re~trdiag application for discretionary fads through <br />the Housing 6 fbmtnuaity Development Act of 1974. Letter is quite a-elf-e~tc-ry <br />in the almost impossible situation facing us in order to try to have a suce~essful <br />application to HI3D by Septes~ber 38th. Mayor stated he contacted Mr. Svoboda prior <br />to Council Meeting of Septet 2nd, knowing that the legislation was 8 sad <br />met with him after the passage of the legislation to further pursue the p~ilty <br />of getting a grant application in. Mayor read letter from Mr. Svoboda, dated <br />September 8, 1975. Mayor stated because of this letter he decid~t not to pursue <br />the application; <br />4) On Septesber 11, 1975, met with Rally Smith, representative from Senator St~o's <br />office; Christine Gitlin, retpresaatative from Congr~aman Ran t~ttl's crffee; Art <br />Waldorf and Mike Shaeffer from the Ohio Depart~aent of Natural Resources; G+sor <br />Watkins, 'three Rivers Watershed Ilistrict; Councilman Janet Sariager amd Councilman <br />John Coggin. This meeting was called in order to bring up-to-date tits staffs of <br />Senator Staao's office sad Congr Mottl's office regarding the lc~tg aasd varied <br />history of the ditches and the flooding p>robl~tas of North OlmAtted sad adjacent areas <br />Feels that much was learned by the re~resedattatives and althougta no magic solution <br />to the problem was found, the m~ from the Dept. of Natural ~rourt offered to <br />contact the Corps of Enginsstrs to deEers~te if they would Dace again haere some <br />interest in investigating tSte prt~hems of these ditches. Also. feel that the <br />representatives from our taro re~-r+ae>atatiw offices west away with a t- broader <br />picture of what we face in regard to the problems such as the Norean Ditch and <br />the flooding that we have; <br />5) Ord. No. 75-211 before Council tonight was requested by the Mayor becaua~e of an <br />ordinance sent to him by t~ Fin~ce DitreCtors of Fairview Park at~d I.~ik~aod end <br />request from them for our passage of an orditaat~ce which would eaau~le the distribu- <br />tion of local government fuxrds t~tt are curraantly tied up in litigation by the City <br />of Cleveland. Would like to request this be passed under suspeaason of rules with <br />emergency clause tonight is order that we carat take advantage of these funds this year; <br />.,., . <br />
