O'Nei11, Coumcil~x- Goggin, Li~ert, Saringer, <br />Sharpe, i~st, Wilaaasky. <br />Also present: Mayor Ralph Christm+tn, Law Director Michael Gar~u, Service <br />Director Aenry Caster, Clerk of Council Nora Hill. <br />Special Meetang of Council was called to order by President O'Neill at 8:t3O P.M, <br />President O'Neill stated to preface the meeting he would like to notify s+rerpone <br />in audience that this meeting ~s called for the nomination a~ appontarstt of <br />a successor to Mr. William Giesssr aha was the representative in turd 4. There <br />will be no audience participation ucile:s the Council decides to inc3.ude ttu' <br />audience. <br />President O'Neill stated nominations for the replacement of Mr. Giesler are now <br />in order. <br />Mx. Lampert noei.nated Mr. Frank Beaty to succesd Mr. Giessen on Council in Ward 4. <br />Mrs. Sha~cpe coamented Council is here to appoint a successor to Mr. Giesler in <br />Ward 4; and are elected reapons3ble City Officials. Mrs. Sharpe nominated Mr. <br />Carl Bower for the vacancy of Mr. Giesler in Ward 4. <br />Mr. Wiiamosky referred to Rule 11 of Roles of Council and asked Law Director Gateau <br />if nomination does or does not require a second. Law Director Gateau staU~ it <br />does not. <br />President O'Neill asked if there axe any further nominations. There were none. <br />Mr. West saved nominations be closed, seconded by Mr. Wilaaosky. Affiraeitive <br />vote: Goggin, Lampert, Saringer, Sharpe, West, Wilamosky. Motion carried. <br />Roll Call oa selection of nominee: Mr. Goggin stated Mr. Beaty; Mr. Lampert <br />stated Mr. Beaty; Mrs.. Beringer stated Mr. Bower; Mrs. Sharpe stated Mr. Bower; <br />Mr. West stated Mr. Beaty; Mr. Wil~oaky stated Mr. Bower. 3 votes for Mr. <br />Beaty; 3 votes for Mr. Beer. <br />President O'Neill stated's3nce it as incumbent upon the President of Council <br />to break the tie vote; squid like to preface his vote with a feM counts. <br />First of all,, regarding an article that appeared in one of the local ns~rspapers <br />recently where they indicated that he was not known and ass never kna~tn as a <br />rubber stamp. President O'Neill stated this is true in has professavn and in <br />his seat at this table. i~owever, fsels that a precedent lots been set Pith the <br />City of North Olmsted since he has been in office since 1958, atuerein a va+c+~-cy <br />exists we take into consideration the vote of the people in that particular aa~cd <br />or section of the City.
