Gateau, Service <br />Director Henry Caster, Clerk of Council tdora Hill. <br />Absent: Councilman Hest. <br />Special Meeting of Council was called to order by President Limpert at 7:30 P.M. <br />Legislation: <br />Ordinance No. 76-106 introduced by Mr. Wilamosky was given its second reading <br />as amended. An Ordinance establishing an organizational chart for the ib>atewster <br />Treatment Facilities, Collection System and Lift Stations, a section of the <br />Public Works Division of the City of North Olmsted, setting forth the personnel <br />needed and establishing the r ration for certain employees of amid division, <br />and repealing Ordinance No. 75-163, enacted June 17, 1975, and declaring an <br />emergency, as amended. Mrs. Sariager asked if this has been in Com:i.ttaee and <br />discussed whether or not cutback of supervisory peraonaasl has bean reviewed. <br />Mr. Wilffiosky explained the Finance Coaa.ittee did not discuss possible reductions <br />a~the Treatment Plant; explained what Envirornmental Control Comsttte~e is doing; <br />also would like to get recomendatioas from the Mayor a~ Service Director. <br />Ordinance No. 76-107 introduced by Mrs. Sharpe was given its second reading <br />as amended. Aa Ordinance establishing an organizational chart for the Public <br />Service and Properties section of the Public Works Division of the Department <br />of Public Service of the City of Wirth Olmsted, setting forth the personnel <br />needed and establishing the remuneration for certain emplopeea of said section <br />and repealing Ordinance No. 75-164, enacted on June 17, 1975, and declaring an <br />emergency, as amended. Mrs. Beringer stated she feels we axe lacking in manpower <br />in this area and would like to make sure we have enough workers next pear wherein <br />we will not have a problem in getting ~rojecta done; perhaps we should include <br />more work force in this organisational chart. Mr. Wilaamosky explained this is <br />an excel}eat recc>amendation and feels sure the Administration amd Service Director <br />have reviewed same and if they feel it is necessary the Finance Coa~itt~ will <br />review it upon the reco~adatioas for a nu~er of additional men, etc. <br />Mr. Boehmer stated he feels the sane way; some of the equipment is in wry bad <br />shape and wishes the Service Director and Public Works Commissioner would get <br />their order in for new equipment in the hope that we can get something done for <br />next year. Mayor Chriatmsa stated they have reviewed the nanpoWer and equipment <br />situation in both the Service Department and the Treatment Plant amid have submitted <br />a budget based on the existing maapcrmer and existing equipment. There is some <br />equipment purchases in the new budget but when it comes time to appropriate the <br />ordinance -this is when Council will be able to do these things rich sere 2++ang <br />discussed. Th1s is when the Council can either appropriate or not appropriate - <br />to tax or not to tax; and feels this should be kept in mind too. <br />Ordinance No. 16-128 was introduced by Mrs. Sharpe. An Ordinance providing for <br />the submission to the electorate of an amendment to the garter of the Cite of <br />North Olmsted. Mrs. Sharpe placed ordinance on first reading. Presid~t Limpert <br />explained the purpose of the Special Meoeting is to be able to haute time to place <br />this on the ballot and by putting this on first reading, we are defeating the <br />e <br />
