t,~t~-~ <br />MINUTES OF THE MEETING OF THE COUNCIL _____ <br />OF THE CITY OF_MORTH-~OLMSTED <br />SEPTEMBER_20, 1977 <br />Present: President Dewey Limpert, Councilmen Beaty, Boehmer, Fairfield, Beringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christman, Law pirectar Michael Gareau, Safety Director <br />Richard Roharik, Service Director Henry Caster, City Engineer J. Howard <br />Childs, Clerk of Council Nora Hill. <br />Meeting was called to order by President Limpert at 8:00 P.M. <br />President Limpert stated for benefit of audience that Ord. No. 77-169 which pertains <br />to noise control has been added to the Ageada. <br />Minutes of Council Meeting of September 6, 1977, were approved as read. <br />Mayor Christman reported: 1) On September 15th, at the invitation of Congressman <br />Mottl, Mayor Roman of Westlake and Mayor Christman met with the federal highway <br />people regarding the construction of I-480. In attendance were Marvin Konvessor, <br />Acting Assistant Secretary for M3T Environmental Affairs; Chief Engineer Ruassell <br />Catlin of the DOT Columbus Office; and Thomas Rrall, our local Deputy Director of <br />District 12. At this meeting they set the scheduling for the review of the <br />Environmental Impact Statement so that all bodies would be reviewing it concurrently; <br />and they estimate that the timetable for construction of the highway has been <br />accelerated by about 2 1/2 months. It west a very good meeting - they set some <br />concrete tables and Congressman Mottl said that he will follow up very carefully <br />on it; <br />2) received correspondence from Ronald Jablonski, Director of the Division of <br />Environmental Health and Sanitation of the County Board of Health, listing a break- <br />down of the mosquito surveillance and control activities conducted in North Olmsted <br />this year. Council is in receipt of wane. Mayor stated he was quite impressed by <br />the number of actions they had taken in checking for the St. Louis Encephalitis <br />problem with mosquitoes. The program will continue through mid-October; <br />3) On September 16th correspondence was mailed to all businesses in forth Olmsted <br />handling the sale of laundry and dishwashing detergents, accompanied by a copy of <br />Ord. No. 77-101 with a request that the manager of each store wake arrangements to <br />eliminate all high phosphate products from the shelves before January 1, 1978. <br />Service Director Caster reported: 1) received the final draft of the I~morandum of <br />Understanding between the City and the Service Department and Wastewater Treatment <br />personnel. The City has re+Emt~d it: the Union is in the process of reviewing <br />it right now. They have ratified it and if the Union accepts the language of the <br />Understanding as it is printed right now - would like to present it to the Finance <br />Committee. Mr. Caster stated the Memorandum will be about a 70 page publication <br />and asked Mr. Wilamosky how extensive would he like to have the Mea~randum <br />circulated. Mr. Wilamosky stated he thinks the Finance Committee should have a <br />copy and from there the Committee will make a recommendation. Mr. W1a#aosky would <br />like each member of the Finance Committee to receive a copy. President Limpert <br />stated each Member of Council should receive a copy for study. Mr. Fairfield <br />requested a copy. <br /> <br />
