<br />and permit the re-~aiz°, or re~~la.cec!ent, of defective portions thereof.

<br />to be an er~lergency measure necessary for the preservation of t'r.e public
<br />health, safety az.d general `~relfare oa' the City of Itorth Cln:a.sted, ~~.nd
<br />said emergency e;;ists by virtue of the necessity to immediately
<br />determine the conditions of the sanitary sewer lines heretofore
<br />constructed in the roads, or portions thereof, set forth in. Sectiorb 1
<br />hereof, prior to their use, and connection to 'the Sanitary Sewage
<br />`T'reatment Plant, constructed by said City, and almost ready for use.
