CITY OF NORTH OLMSTED <br />RESOLUX)N NO. 64 - ? 99 <br />. <br />BY ? <br />? A RESOLUTION AUTHOItIZING THE MAYOR OF THE CITY OF <br />NORTH OLMSTED, OHIO, TO ACCEPT THE GRANT OF THE. <br />DEPARTMENT OF HEALTH, EDUCATION, AN D WELFARE, PUBLIC <br />HEALTH SERVICE, WASHINGTON, D. C. IN THE AMOUNT OF <br />$600,000.04, AND DECLARING AN EMERGENCY. <br />WHEREAS, Council by Resolution Number 64-121 enacted <br />June 16, 1964, authorized the Mayor of the City of North Olmsted, Ohio, to <br />apply to the Department of Health, Education and Welfare under Public Law <br />660 for a federal qrant to assist the city in their sewer proqram, and <br />WHEREAS, the Surgeon General of the Pub11c Health, Seivice <br />gave favorable consideration ta the aforesaid application, the public benefits <br />to be derived by the construction of the sewer project, the relation of the cost <br />to the public interest and public nscessity, the adequacy of the provisions <br />made and proposed for assurinq e'1fficient operatlon of the project, and <br />WHEREAS, The Surqeon General is satisfied that the sewer proiect <br />is in conformity with State of Ohio Water Pollution Control, that said sewer <br />proiect meets the crlteria necessary for Federal aid, and that said sewer proqram <br />is a comprehensive proqram, has granted to the City of North Olmsted, Ohio a <br />Federal qrant in the amount of $604, 000. 00 on condition that the sewer project <br />be placed under construction by November 1, 2964, and <br />WFiEREAS, Council has determined that the City of North <br />Olmsted, Ohio should accept the Federal aid as aforesaid in order that sewer <br />project Number 3 can be started. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of North f?lmsted, Ohio: <br />Section 1: That the Mayor of the City of North Olmsted is <br />hereby authorized to accept the offer of the Uniteci 3tates of America, Department <br />of Healfih, Education and Welfare, Public Health Service, in the amount of <br />$600, 000. 00 according to the terms and conditions fmposed by said offer, and to <br />do evorything necessary and inQidental thereto, fAr the acceptance of said <br />Federal offer by the City of North Olmsted, Ohio. <br />Section 2: That this Resolution is hereby determined to be <br />an emergency measure; that this Resolution was passed by suspension of the <br />rules of Council and the requirements of the Charter of the City of North Olmsted, <br />Ohio, by a three -faurths (3/4ths) vate of the mQmbers of Council; that after <br />voting to suspend the rules and requirements as aforesald, the Council vated <br />favorablx to pass this Resolution; that the emergency exists by virtue of the <br />necessi#y of the offer being open to acceptaaice for a limited period of time
