That the asssaseat of the cast sad expense of improving Esther Avenue from the sad of the existing water main tc~ the easterly City lines by constructing therein a water main, amo~s in the aggregate t®=~3,,94~,~, as reported to this ~c~uns~l. try .the City Engineer, notice of the filing of which assessment has been givens as required by law, be and the same is hereby adapted and confirmed. and that there be and is hereby levied upon all the lots and land bounding and abutting upon Esther Avenue from the •nd of the existing water main t® the easterly City line, by constructing therein a water main, the aemounts reported as afc~rresaid~ which assessmexits, together with the descripti©as of said lets and lanEls, are norr oa file is the office of the Clerk of this Council, and which assessments are at the rate of #-~.377z per front foot and are not in excess of tie special benefits to said property. ~egti~,_ That the total assessmea~s against each lot or parcel of lead shall be payable in cash within thirty days from and after the passage of this ordinance, sac at the option of the owners, is tea annual installments with interest at the same rate as shall be borne by the bonds to be issued in anticipa- tion of the collection of the same. All cash payments shall be made to the Treasurer of said City.
