CITY OF NORTH OLIvL~TED <br />RESOLUTION No. 65'~ <br />e.~ <br />A RESOLUTION OPPOBING ANY CHANGE IN THE LAW WHICH <br />WOULD PERMIT THE CITY OF CLEVELAND TO ESTABLISH <br />A TAX ON WATER CONSUMPTION AND DECLARING AN <br />EMERGLTTCY. <br />WHEREAS, Council has been apprised of a proposed legislation <br />change which would permit the City of Cleveland to establish a tax on water <br />consumption, and <br />WHEREAS, it has been estimated that this could mean an increase <br />of ten to fifteen per cent on water consumption costs, and <br />WHEREAS, such an increase could very well discourage homeowner- <br />ship in the City of North Olmsted, and <br />WHEREAS, statistics indicate that an owner-occupied neiShborhood <br />results in lees need for municipal services such as police and fire protection, <br />and <br />WHEREAS, any increase in homeovrnership costa in a hea~ry residen- <br />tial area could very well result in a negative approach to all municipal hernl <br />issues which would stymie the progress of one of Ohio's fastest growie~ com- <br />munitie s . <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />North Olmsted, State of Ohio: <br />Section 1: That thiā€¢ Council be placed on record as unanimously <br />opposing any legislature change which would permit the City of Cleveland to <br />establish a tax on water consumption. <br />Section 2: That copies of this Resolution be mailed to. the Gevernor, <br />State of Ohio; President Protem of the Ohio State Senate; Speaker, Ohio House <br />of Representatives; President, City of Cleveland Council, and Clerk of City <br />of Cleveland. <br />Section 3: That this Resolution is hereby determined to be an emer- <br />gency measure necessary for the preservation of the public welfare and that <br />such emergency exists by virtue of the fact that such legislation is presently <br />being considered by the Legislative Branch of the State of Ohio, <br />WHEREFORE, this Resolution shall take effect immediately upon its <br />passage, otherwise, at the earliest period allowed by law. <br />PASSED:- '1,1~ l (~ 5 _ <br />Francis J.
