This ordinance is hereby declaredto be an emergency measure for the reasons stated in the preamble hereof and sb~l~ take effect and be in force immediately upon its adoption and approyal, provided it receives the affirmative vote of two-thirds of all members elected to the Council, otherwise, if adopted,' it shal~ take effect and be in force at the e~rliest time allowed by law.
