Section 2. This ordinance is hereby declared to be mn emergency measure <br />for the reasons stated in the preamble hereof and, provided it receives the <br />affirmative vote of two-thirds e£ ~ members elected to Council, it shell take <br />effect and be in force fmmediately upon its adoption and approval by the Mayor. <br /> <br />Adopted: May !?t 1948 <br /> <br />Wm.
