AN E~ERGENCY ORDIHA~OE to establish a separate and per~anent f~nd to be known
<br />and referred to as the ''Civil Defense l~.,~, and p~oviding for payment ~trectly into
<br />said "Civil Defense Fund", ef all moneys appropriated by Council therefor, of all
<br />gifts, grants or loans, ~,~ of all moneys received from the Federal Government er
<br />the State ef Ohio f~r civil defense purposes, all as hereinafter acre specifically
<br />provided.

<br /> WHER~, Ordiaance NO. 4763 established in the City of Lakewood an Organization
<br />for Civil Defense and created the position of Civil Defense Coordinator, it being
<br />further intended to esta{~l~h and ~aintain in Lakewood an organization for civil
<br />defense a~ authorized by Itatute ami regulation~ i~'omulgated by the Coveru~r! and
<br />
<br /> ~EAS,'by Acceded Boule ]Ekll Be. 672, the Oeneral Assembly of Ohio has appro-
<br />priated to the Emergency Board fu~s ~hich may he reis"sod ~o local subdivisions f~r
<br />civil defense purposes, contingent upon the establishment ~f, amd the ap~riation
<br />of ~onays t~, a speeXal civil defense fund lF ~uch local eu~divisions, and other
<br />funds ~ey Be ~ade available from ~ to time by the State of Ohio, the Federal
<br />Oovarr~ent, ~r other sourcos~ and

<br /> ~HEREAS, Oeueral Code cf Ohio Section ~62~-11 provides for the establishment
<br />of necessary and desirable funds by the taxing authority, with the approval of the
<br />Bureau of inspection and Supervision of l~uhlic Offices! and

<br /> WH~, an emergency exists tz that fumis ~re required for civil defense
<br />purposes{ in that State and Federal fuudm for such Ferposes may Be immediately a-
<br />vailable, depending upon the establishment efa civil defense f,_~_~ a~d in that thi~
<br />Ordinance provides for the public welfare and ~afety and the u~ual dai~y operation
<br />of a municipal department{ ~ow, therefore,

<br />BE IT ORDAINED B~ THE COUNCIL OF T~E CITer OF LAKRTfOOD, STATE OF OHIO~

<br /> Section 1. That in ~da!tion to slx other f~u~ls now existing, there ia here~
<br />established a special, separate a.~ permanent fund which chall be {mown and referred
<br />to aa the "Civil Defense Fund,', The Director of Finance of the City of Lakewood ~
<br />hereby authorized a~_ directed forthwith to take such action and to make ~uch rec-
<br />ords as may be necessary to establish said "C~vil Defense F~. and th~.,reefter to show
<br />its existence and condition at all tames upon the proper records cf the Clty~
<br />
<br /> Section 2, That there shall Be paid directly into said ''Civil Defense Funde
<br />~hen and es received, all ~oney appm'opriated to ~id Fund k~ this Council from what-
<br />ever source acquired~ ail moneys received by gift, grant or loan for tho purpose
<br />and accepted by this Council for the purpose cf, civil dcfensej and all moneys re-
<br />ceived By the City of Lakewood from the State of Ohio, the United States of America,
<br />or the agencies ef either of them, for civil defense pur~osza.

<br /> Section 3, T{~ .Civil Defense Fund" shall Be used only to defray the expense
<br />of civil defense in the City cf Lakewocd as may be incurred by its Civil Defense
<br />Organization or other officials, as may be authorized from time to time, and for ex-
<br />pense~ proper!~ chargeable to the City ~f Lake. wood pursuant to a~reement or cooper-
<br />etlon with other civil defense organizations, including those of the State of Ohio,
<br />United States of America, or their agencies, and with any county-wide civil defense
<br />organization established in Cu~ahoga County, Ohio. Such expenditures, without in-
<br />tending limitation thereon for any authorized civil defense purposes as may be auth-
<br />orized or required by the laws of the State of Ohio, or of the United States, shall
<br />include expenditures for services, equipment, supplies, materials, and for such health,
<br />welfare and safety as may be deemed incident or necessary to complete civil defense.

<br /> Section 4, The Director of Finance shall have possession and custody of said
<br />"Civil Defense Fur~" and the supervision of all accounts with respect th~reto, No
<br />lku-ther bond shall Be required of the Director of Finance Because of said fund, but
<br />said "Civil Defense Fund, shall Be under the protection of any Bond heretofore given
<br />or that may be given hereafter By the Director of Finance.
