29 Section 109-6o VIOLATIONS. It shall be unlawful and a violation of the pro- visions of this ordinance for any person: (a) To cause, allow, permit or s~ffer any vehicle registered in the name of, or operated by such person to be parked overtime, or beyond the perigd of legal park- ing time established for any parking meter zone asherein described, or to deposit in any parking meter any coin for the purpose of parking beyond the maximum legal parking time for the particular parking meter zone. (b) To permit any vehicle to remain or be placed in any parking space adjacent to any parking meter while said meter is displaying a signal indicating that the ve- hicle occupying such parking space has already been parked beyond the period pre- scribed for such parking spaceo ~c) To park any vehicle across any line or marking of a parking meter space or in such position that the vehicle shall not be entirely within the area designated by such lines or markings. (d) To deface, injure, tamper with, open or willfully b~eak, destroy, or im- pair the usefulness of any parking meter installed under the provisions of this ordinance. (e) To deposit or cause to be deposited in any parking meter any slugs, device or metal substance, or other substitute for lawful coins. Section 109-7. COLTF. CTIONSo I~ shall be the duty of the Chief of Police to designate some member or members of the Police Depsrtment to make regular collections of the money deposited in said meters and it shall be the duty of such persons so designated to remove from the parking meters the sealed containers therein containing the coins so deposited in said meters and to deliver such sealed containers, with the seals un~oken, to the Director of Finance of the City of Lakewood to break the seals, count and deposit such funds. Section 109-8~ USE OF FU~DS, The coins deposited in parking w. eters are required and shall be used to defray the expense of proper regulation of traffic upon the ~blic streets of the City of Lakewood; to provide for the cost of supervision~ reg- ~ulation and control of the parking of vehicles in parking meter zones; to cover the cost of leasing, purchase, supervision, proteotioh, inspection, installation, opera- tion, maintenance, control and use of parking meters; and to cover the cost of ac- quiring and devloping off-street parking areas. Section 109-9. P~wSEHVATION OF POWEP~$e Nothing in this ordinance shall be con- strued as prohibiting the City of Lakewood from providing for bus stops, for taxicab stands and other matters of similar nature, including the loading or unloading of trucks~ vans, or other commercial vehicles. Section lO9-10. EqlFORCW.~.NT~ It shall be the duty of the Division of Police to enforce the provisions of this ordinance. Section lO9-11. PENALTY. (a) Any person who shall violate any of the provisions of Sections 109-2 to 10~-7, inclusive, of this ordinance except for illegal perking shall upon conviction, be deemed guilty of ~u offense and fined not to exceed Fifty Dollars ($50o00), or 5m~prisonment for not'to exceed thirty (30) days, or both. (b) Any person who shall cause, allow, permit or suffer any vehicle registered in his name, or any vehicle in his possession or ~uder his control, to be parked or to remain parked in violation of the provisions of Sections 109-2 to 109-7, iucluslve, of this ordinance, shall be deemed guilty of an offense and fined not to exceed Five Oollars Section 110, !taball be a misdemeanor for any person to violate any of the provisions of this ordinance~
