Twenty miles per hour when passing a school building or the grounds thereof dur- ing school recess and while children are going to er leaving school during the opening or closing hours, and when appropriate signs giving notice thereof are erected~ Twenty-five miles per hour in all other portions of the City of Lakewood~ except on state routes and on through highways outside business districts. Thirty-five miles per hour cn state routes or through highways within the City of Lakewood outside business districts. It shall be prima facie ,~!awful for any person to exceed any of the speed limi- tations in this or in other sections of this ordio~nce. In every charge of violation of this section the affidavit ~ud warrant shall specify the time, place, and the speed at which the defendant is alleged to have driven, also, the speed, if any, which this section declares shall be prima faeie lawfUl at the time and place of such alleged violation. .~ Section 17~ No person shall operate a vehicle, trackless trolley or street car at such a slow speed as to impede or block the normal and reasonable movement of traf- fic except when reduced speed is necessary for safe operation or in compliance with this ordinance or general lawo Section 18, The p~ima fanie speed limitations set forth in Section 16 of this ordinance or general law shall not apply to emergency vehicles when responding to emergency calls and the drivers thereof sound audible signals by bell, siren~ or ex- haust whistle, This provision shall~ not relieve the driver of any emergency from the duty to drive with due regard for the safety of all persons using the streets of the City of Lakewood~ ~ Section 19e Upon all streets of sufficient width a vehicle or trackless trolley shall be driven upon the right half of the street, except as follows: 1. When overtaking and passing another vehicle proceeding in the same direction or when making a left turn under the rules governing such movements; 2~ When the right half of a street is closed to traffic; 3. Upon a street divided into three or more marked lanes for traffic under the rules applicable thereon; 4. Upon a street designated and sign posted for one way traffic; or 5. When otherwise directed by a police officer or traffic control device, Section 20. OPerators of vehicles and trackless trolleys proceeding in opposite directions shall pass each other to the right and upon streets having width for not more than one line of traffic in each direction each operator shall give to the other one-half or as nearly one-half of the main travelled portion of the street as is reasonably possible~ ~ Section 21o The following rules shall govern the overtaking and passing of vehicles Or trackless trolleys proceeding in the same direction, subject to those lim- itations, exceptions, and special rules hereinafter stated: (a) The operator of a vehicle or trackless trolley overtaking another vehicle or trackless trolley proceeding in the same direction shall signal to the vehicle or trackless trolley to be overtaken and shall pass to the left thereof at a safe distance and shall not again drive to the right side of the street until safely clear of the overtaken vehicle or trackless trolley. (b) Except when overtaking and passing on the right is permitted, the operator of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal until completely passed by the overtaking vehicle. Section 22° (a) The operator of a vehicle or trackless trolley may overtake and pass upon the right of another vehicle or trackless trolley which is ma~ng or about to make a left turn,
