(b) The operator of a vehicle or trackless trolley may overtake and, allowing sufficient clearance, pass another vehicle or trackless trolley proceeding in the same direction either upon the left or upon the right on a street with ,unobstructed pavement of sufficient width whenever such street has been divided into four or more clearly marked lanes for moving traffic, or whenever within the City of Lakewood traffic is moving in two or more substantially continuous lines in the same direction, provided such movement can be made in safety° No person shall drive off the pavement of the street in overtaking or passing on the right~ Section 23. No vehicle or trackless trolley shall be driven to the left of the center or center line of the street in overtaking and passing traffic proceeding in the same' direction unless such left side is clearly visible and is free of cncoming traffic for a sufficient distance ahead to permit such overtaking and passing to be completely made without interfering with the safe operation of any traffic approaching from the opposite direction or any traffic overtaken. Section 24. (a) No vehicle or trackless trolley shall, in overtaking and pass- ing traffic, or at any other time, be driven to the left of the center or center line of the street under the following conditions: 1. When approaching the crest of a grade or upon a curve in the street, where the operator~ s view is obstructed within such a distance as to create a hazard in the event traffic might approach from the opposite direction; 2, When the view is obstrUcted upon apprgaching any bridge, viaduct, or tunnel; 3~ When approaching within one hundred feet of or traversing any intersection or railroad grade crossing~ (b) The foregoing l~m~tations shall not apply upon a one-way street or upon a street where traffic is lawfully directed to be driven to the left sider Section 25. (a) The Director of Public Safety may designate an~ street for one- way traffic and shall erect appropriate signs giving notice thereof~ (b) UPon a street designated and sign-posted for one-way traffic a vehicle shall be driVen only in the direction designated. (c) A vehicle passing around a rotary traffic island shall be driven only to the right cf such islande Section 26o Whenever any street has been divided into three or more clearly marked lanes for traffic, or wherever within the City of Imkewood traffic is lawfully moving in two or more substantially continuous lines in the same direction, the following rules, in addition to all others consistent herewith, shall apply; (a) A vehicle or trackless trolley shall be driven as nearly as practicable en- tirelywithin a single lane or line of traffic and shall not be movedfrom such lane or line until the driver has first ascertained that such movement can be made with safetye (b) Upon a street which is divided into three lanes a vehicle or trackless trolley shall not be driven in the center lane except when overtaking and passing another vehicle or trackless trolley where the street is clearly visible and such center lane is clear of traffic within a safe distance, or in preparation for a left turn or where such center lane is at the time allocated exclusively to traffic moving in the direction the vehicle or trackless trolley is proceeding and is sign-posted to give notice of such allocation. (c) The Director of Public Safety may erect signs directing slow-moving traffic to use a designated lane or allocating specified lanes to traffic moving in the same direction and drivers of vehicles and trackless trolleys shall obey the directions of every such sign~ Section 27. The operator of a motor vehicle, street car or trackless trolley shall not follow another vehicle, street car or trackless trolley more closely than is reasonable and prudent, having due regard for the speed of such vehicle, street car or trackless trolley, and the traffic upon and the condition of the street.
