<br />() <br /> <br />( <br /> <br />, <br /> <br />l <br /> <br />? <br /> <br />. <br /> <br />\ <br /> <br />Lawther, Ward, <br />Chockley, Fahrenbach, <br />Fairgrieve, Gaydos, <br />Gottermeyer. <br /> <br />Messrs. <br /> <br />BY: <br /> <br />la-59 <br /> <br />ORDINANCE NO. <br /> <br />AN EMERGENCY ORDINANCE to provide ror an election on the ques- <br />tion or whether Article XIV or the Charter or the City or Lakewood, <br />Ohio, shall be amended by adding Section 31 thereto, to provide that <br />Council may levy, during the years 1960 to 1969, both inclusive, ror <br />the current operating expenses or the City during such years, upon the <br />tax duplicates ror the year 1959 to 1965, both inclusive, at a rate <br />not exceeding by more than three (3) mills, the rate limitation ror <br />such purposes provided by Section 29 or Article XIV or this Charter. <br /> <br />pro- <br />now, <br /> <br />WHEREAS, This ordinance constitutes an emergency measure <br />viding ror the usual daily operation or a: municipal department, <br />thererore, <br /> <br />STATE <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, <br />OF OHIO: <br /> <br />Section 1. That the Cluestion or the adoption or an amendment <br />to the Charter or the City or Lakewood, by adding Section 31 to Article <br />XIV or such Charter, which Section 31 would read as rollows: <br /> <br />both <br /> <br />Taxation without vote during 1960 to 1969, <br />inclusive. <br /> <br />·Section 31. <br /> <br />Notwithstanding the provisions or Section 29 or Article XIV <br />or the Charter or the City or Lakewood, and in addition to <br />the taxes provided therein, taxes may be levied without a <br />vote or the people for the current operating expenses or the <br />City during the years 1960 to 1969, both inclusive, upon the <br />tax duplicates ror the years 1959 to 1965, both inclusive, <br />at a rate not exceeding by more than three (3)mills, the rate <br />limitation ror such purposes provided by Section 29 or Article <br />XIV or the Charter of the City of Lakewood. <br /> <br />be submitted to the qualified electors of said City at an election to <br />be held on Tuesday, May 5, 1959, in the regular places or voting in <br />said City, between the hours of 6:30 A.M. and 6:30 P.M., and if such <br />proposed amendment is approved by a majority of the electors voting <br />thereon, it shall become a part of the Charter of the City of Lakewood, <br />effective as of the date of the certification of the abstract of such <br />election and adoption to the secretary of the state by the board of <br />elections according to law. <br /> <br />at the <br /> <br />Section 2. That the ballots for said election shall, <br />top thereor, be entitled: <br /> <br />CHARTER AMEND: <br />OF <br />THE CITY OF LAKEWOOD <br /> <br />MENT <br /> <br />and the question be submitted on said ballots in the words following: <br /> <br />amended <br />of <br /> <br />.Shall the Charter of the City of Lakewood, Ohio, be <br />and supplemented by the enactment or new Section 31 <br />Article XIV of said Charter to read as follows: <br /> <br />both <br /> <br />Taxation without vote during 1960 to 1969, <br />inclusive. <br /> <br />Section 31. <br />
