Notwithstanding the provisions or Section 29 or Article XIV or the Charter or the City or Lakewood, and in addition to the taxes provided therein, taxes may be levied without a vote or the people for the current operating expenses or the City during the years 1960 to 1969, both inclusive, upon the tax duplicates ror the years 1959 to 1965, both inclusive, at a rate not exceeding by more than three (3)mills, the rate limitation ror such purposes provided by Section 29 or Article XIV or the Charter of the City of Lakewood. be submitted to the qualified electors of said City at an election to be held on Tuesday, May 5, 1959, in the regular places or voting in said City, between the hours of 6:30 A.M. and 6:30 P.M., and if such proposed amendment is approved by a majority of the electors voting thereon, it shall become a part of the Charter of the City of Lakewood, effective as of the date of the certification of the abstract of such election and adoption to the secretary of the state by the board of elections according to law. at the Section 2.
