S~pervise the work ef imspectiem bureaus amd laboratories in the imspectiem amd tests el materials emtering into the cemstructiem ef strmetures, receive amd pass mpem, by approval er rejection, all reports by sash laboratories er bmreams en the materials tested for mse im the strmct~res. (The cost ef all smeh tests amd inspectiem by laboratories er bureams are te be paid by ~he ¢~TY). SECTION 8. Prepare all necessary plans and appticatiens for permits for the submission te amd apprevai ef iecal, state, and federal amth- critics (such as mmaicipal bmildimg departmemts, State Beard ef Health, etc.), as may be re,mired for the imitiatiem, presecu- tiem amd censtruc~iem of the improvement. (The ~ests ef sash permits are to be paid by the CITY). ~TICLE III r:,,PA~I~ENT FOR BASIC ENGINEERING SERVICE SECTION1. It is mutmally agreed by the parties hereto ~at payment te the ENGINEER as compensation for Basic Emgineering Service shall be based en the "Cost ef Construction# ef the project as designated in Article I,.Sec~ien i ef this agreememt. Said "Cost ef Con- strue%ion" shall include all materials, labor andmse ef equip- ment amd without deductions om account ef pemalties, liquidated damages er ether amemmts withheld from payments ~e contractors. However, such "Cost of ~enstructien" shall net include the ENGINEER'S fee.er ether payments te~he ENGINEER mn~er this agree- ment. The "Ces$ ef Cemstructien" does net include the cost ef land, right-el-way, cempemsatienfer damages te property, legal fees er a~mimistrative costs.
