<br /> ANEMERGENCY ORDINANCE authorizing and directing the
<br />Mayor, on behalf of the City of Lakewood, to enter into an agree-
<br />ment with the Board of County Commissioners of Cuyahoga County
<br />with respect to a comprehensive regional plan for transportation,
<br />land use and facilities for the Cleveland Seven County Region.
<br />
<br /> WHEREAS, This ordinance constitutes an emergency measure
<br />in that it provides for the public health, safety and welfare and
<br />for the usual daily operation of municipal departments; now~
<br />therefore,
<br />
<br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD,

<br /> Section 1. That the May.r is hereby authorized and
<br />directed, on behalf of the City of Lakewood, to enter into an
<br />agreement with the Board of County Commissioners Of Cuyahoga
<br />County, which agreement shall read substantially as follows:

<br />THIS AGREEMENT made and entered into on the day of-- ....... ,
<br />1966, by and between the Board of County Commissioners of
<br />Cuyahoga County, hereinafter referred to as the COUNTY,
<br />and the City of Lakewood, Ohio, hereinafter'referred to as
<br />the MUNICIPALITY.

<br />WITNESSETH:
<br />
<br /> WHEREAS, Section 134 of Title 23 U. S. Code, as amended,
<br />entitled "Highways", requires that after July 1, 1965, the
<br />eligibility for the use of Federal Aid Funds on highway
<br />projects in Urbanized Areas of more than fifty-thousand
<br />population be based on a continuing comprehensive transpor-
<br />tation planning process carried on cooperatively by states
<br />and local communities, and,
<br />
<br /> WHEREAS, The public interest demands the preparation of
<br />a long range plan for the development of the transportation
<br />systems, embracing various modes of transport in a manner
<br />that will serve the local communities efficiently and
<br />effectively, based on a continuing Comprehensive Transporta-
<br />tion Planning Process, hereinafter referred to as the REPORT,
<br />which is a part of the total Comprehensive Regional Plan for
<br />Transportation and Land Use, and Facilities, hereinafter
<br />referred to as the PLAN, for the area of all of the Cleveland
<br />~even County Region being all or parts of the Counties of
<br />Cuyahoga, Geauga, Lake, Lorain, Medina, Portage and Summit,
<br />hereinafter referred to as the COUNTIES including the incor-
<br />porated municipalities therein or as the area may be modified
<br />by mutual consent, hereinafter referred to as the AREA, and,
<br />
<br /> WHEREAS, The~'Policy Committee has been formed, the
<br />membership of which consists of representatives of said
<br />seven COUNTIES, major municipalities and regional civic
<br />groups, the STATE OF OHIO, DEPARTMENTOF1 HIGHWAYS (STATE),
<br />the UNITED STATES BUREAU OF PUBLIC ROADS (BPR) and UNITED
